JAKARTA - The Ministry of Human Rights (KemenHAM) is overseeing the handling of the alleged case of abuse against a student in Tual City, Maluku, which was carried out by members of the police. The Ministry wants to ensure that the protection and fulfillment of the victim's rights are carried out in accordance with legal provisions.

The Special Staff for the Minister of Human Rights for the Fulfillment of Human Rights, Yosef Sampurna Nggarang, said that his party carried out direct monitoring of Tual as a form of the government's rapid response as well as the affirmation of the state's commitment to guaranteeing the human rights of every citizen, especially children who are victims of violence.

"Our presence is to ensure the condition of the victim, guarantee the right to health services, psychological assistance, and accompany the legal process so that it is objective, transparent, and accountable," he said, quoted by ANTARA, Thursday, February 26.

He explained that the task of the Ministry of Home Affairs in alleged human rights violations includes monitoring and evaluating the fulfillment of victims' rights, cross-agency coordination, providing policy recommendations, and ensuring that law enforcement officials carry out the process in accordance with the principles of justice and respect for human rights.

According to him, the Ministry of Home Affairs also has a role in strengthening the prevention system so that similar events do not recur, including through supervision, education, and strengthening the capacity of related apparatus with a human rights perspective.

During the visit, his party held a dialogue with the victim's family to listen to the current condition and the development of handling the case. This approach, continued Yosef, is part of strengthening supervision of aspects of human rights fulfillment in the region and ensuring that the presence of the state is felt by the community.

"We convey empathy and moral support to the victims' families. The government is committed to monitoring the development of this case until all victims' rights are fully met," he said.

Meanwhile, the legal process for the case continues. The Maluku Regional Police has submitted the case file of the first phase of the case of alleged violence against children involving a Brimob member in Tual to the Tual District Prosecutor's Office.

The case with the number BP/6/II/2026/Reskrim was in the name of the suspect Mesias Victoria Siahaya alias Messi, who allegedly committed a crime of violence against minors resulting in the death of the victim.

The suspect was charged with Article 76C in conjunction with Article 80 paragraph (3) of Law Number 35 of 2014 concerning Child Protection and/or Article 466 paragraph (3) of Law Number 1 of 2023 concerning the Criminal Code.

Yosef emphasized that the Ministry of Home Affairs would continue to monitor the development of the case to ensure that the law enforcement process ran in accordance with the principles of presumption of innocence, legal certainty, and justice for all parties, while prioritizing the protection and fulfillment of the victims' human rights.
