JAKARTA - The Ministry of Agrarian and Spatial Planning/National Land Agency (ATR/BPN) has handed over 3,922 use rights certificates for land assets owned by the DKI Jakarta Provincial Government with a total value of more than Rp. 102 trillion and an area of 563.9 hectares.

The handover was made to the Governor of DKI Jakarta Pramono Anung as part of the regulation of Regional Property (BMD) which for decades has not had legal certainty.

Minister of ATR/BPN Nusron Wahid assessed that the problem of regional assets did not only occur in Jakarta. He said that there were still many local governments that had not been able to inventory their assets properly and certified so that they became the findings of the Financial Audit Agency (BPK). "There are still many BMDs, regional assets, and assets that are still in disarray and many of them are BPK findings because they have not been certified, most of them are occupied by the community. "So later we will issue HPL (management rights), and on top of it which has already been occupied by the community, we will give HGB (building use rights) on top of HPL. So that the state's assets are not lost, but the community does not need to be evicted," said Nusron.

He added that the approach was chosen to avoid legal risks and humanitarian conflicts. "Because if it is already occupied, the trouble is that if it is later donated (to the residents), one day it can be inspected by the APH (law enforcement apparatus). But if it is later expelled, the humanitarian issue becomes extraordinary. Therefore, the middle way is HGB above HPL," he continued.

Continuing, Governor Pramono Anung said that the certification of 3,922 land areas includes various public facilities, including 2,837 roads, 691 barracks, people's halls and sports facilities, 154 educational facilities, 123 parks, 61 office buildings, 39 health centers, and 17 former official residences.

"The handover of this certificate is not merely an administrative process, but a strategic step in strengthening accountable and transparent government governance," said Pramono.

According to Pramono, legal certainty over assets will strengthen Jakarta's development planning in the future. He also said that certified assets will be used to support the development of infrastructure and public spaces, including the plan to build the Dukuh Atas pedestrian deck to strengthen intermodal connectivity.
