Confident that the Suspect is in accordance with the Rules, the KPK is ready to face the Pre-trial lawsuit of the former Minister of Foreign Affairs Yaqut at the Jaksel PN

JAKARTA - The Corruption Eradication Commission (KPK) has ensured that it is ready to face the pre-trial lawsuit filed by former Minister of Religion (Menag) Yaqut Cholil Qoumas at the South Jakarta District Court (PN). The submission is referred to as the right of a suspect.

"In principle, the submission of a pre-trial is the right of every citizen guaranteed by law, and the KPK considers it as part of the trial process in the criminal justice system," said KPK spokesperson Budi Prasetyo to reporters through a written statement, Wednesday, February 11.

Budi said the KPK was also confident in the determination of the suspects who had been made against Yaqut. "The KPK emphasizes that all investigative, investigative, and suspect determination actions in the series of handling this case are carried out in accordance with the provisions of the applicable procedural law," he said.

"Each determination of a suspect is based on the sufficiency of valid evidence as regulated in laws and regulations, both in formal and material aspects," continued Budi.

In addition, the State Audit Agency (BPK) as the state auditor has also ensured that the Hajj quota which is the main case is within the scope of state finances.

"Currently, the investigation is still progressing, one of which is waiting for the finalization of the calculation of the country's financial losses. The KPK ensures that the law enforcement process is carried out professionally, transparently, and accountable, and still upholds the principle of presumption of innocence and respect for the legal rights of the parties to the case," said Budi.

Yaqut filed a pretrial to the South Jakarta District Court (PN). He questioned his legal status as a suspect of the Corruption Eradication Commission (KPK) regarding the alleged corruption in determining quotas and the implementation of the 2023-2024 hajj.

Still from the SIPP PN Jaksel page, the lawsuit was filed by Yaqut on Monday, February 10. This lawsuit is registered with the number 19/Pid.Pra/2026/PN.JKT.SEL.

The first trial is planned to be held on Tuesday, February 24. However, the petition has not been displayed on the SIPP website.

As previously reported, the KPK has announced two suspects in the corruption case for determining quotas and organizing the 2023-2024 Hajj period at the Ministry of Religion. They are former Minister of Religion Yaqut Cholil Qoumas and staff in particular, Ishfah Abidal Aziz alias Gus Alex.

The determination of the suspect was made later, because the KPK investigated the alleged corruption by using a general investigation order (sprindik) issued on August 7, 2025.

The Sprindik general uses Article 2 Paragraph 1 and/or Article 3 of Law Number 31 of 1999 concerning the Eradication of Corruption as amended by Law Number 20 of 2021 jo article 55 paragraph 1-1 of the Criminal Code. This means that there is state loss that occurs due to this corrupt practice.

The KPK said that the state's losses in the 2023-2024 quota and Hajj management corruption cases were said to have reached more than Rp. 1 trillion. The suspicion began with the provision of 20,000 additional Hajj quotas from the Saudi Arabian government for Indonesia to reduce the queue of pilgrims.

However, recently the distribution turned out to be problematic because it was divided equally, namely 50 percent for regular hajj and 50 percent for special hajj.

In fact, according to the law, the distribution should be 92 percent for regular hajj and 8 percent for special hajj.

During the course of this case, a number of parties have been examined. Among them are former Minister of Religion Yaqut Cholil Qoumas to travel agents or travel agents who organize special hajj (PIHK), including Fuad Hasan Masyhur as the boss of Maktour.
