JAKARTA - Minister of Finance (Menkeu) Purbaya Yudhi Sadewa revealed that the government is preparing a presidential regulation (perpres) regarding the elimination of health insurance premiums and fines for participants in the Non-Wage Recipients (PBPU) and Non-Workers (BP) class 3.
"Currently, the government is also in the process of drafting a presidential regulation on the elimination of health insurance premiums and fines for PBPU and BP class 3 participants," said Purbaya, Monday, February 9.
Purbaya explained that the policy aims to eliminate the arrears in contributions that have been a burden on participants. The discourse also aims to encourage an increase in active membership and the sustainability of the National Health Insurance (JKN) system.
The government has so far supported the financing of the JKN through the payment of contributions from participants of the Health Insurance Contribution Assistance (PBI JK) which is paid through the Ministry of Health's Budget Implementation List (DIPA).
Since 2021, the amount of health insurance premiums for PBPU and BP participants with the benefit of class 3 treatment room services has been equal to the premium of PBI participants, namely Rp. 42,000 per person per month.
Of the total contribution, Rp35,000 is paid by PBPU and BP participants or other parties on behalf of participants. Meanwhile, Rp7,000 is paid by the government as a contribution assistance, with a breakdown of Rp4,200 borne by the central government and Rp2,800 borne by the local government.
In general, the allocation of health budgets in the State Budget (APBN) 2026 reached Rp. 247.3 trillion, an increase of 13.2 percent compared to the previous year.
Considering the large amount of health budget allocation by the State Budget, the Minister of Finance highlighted the controversy regarding the deactivation of PBI JKN participants of around 11 million people which triggered unrest in the community in February 2026.
The state treasurer assessed that the drastic change in data without adequate socialization was the main cause of the turmoil.
Purbaya also asked for the update of PBI-JKN data to be carried out more carefully, gradually, and accompanied by more adequate socialization.
He proposed a transition period of 2-3 months before the deactivation took effect so that the public would have time to adjust and not lose access to health services suddenly.
