JAKARTA - Acting Governor of Riau SF Hariyanto said he would complete the People's Mining Permit (IPR) scheme in Kuantan Singingi Regency (Kuansing). A working group (Pokja) has been formed to accelerate the legalization process.

This was conveyed by SF Hariyanto after a cross-sector coordination meeting with Forkopimda and local governments. He ensured that the Riau Provincial Government would not just discuss resolving the IPR scheme.

"It's very serious. We have formed a Pokja Team. We have formed the Pokja, and one or two days ago it has come out," SF Hariyanto told reporters at the Riau Governor's office, Monday, January 19.

SF Hariyanto further explained that the pokja was formed not only to accelerate the process of legalizing people's mining. This way is also called to ensure that all stages are transparent and coordinated.

This sub-committee will also be a liaison between the local government and the Riau Provincial Government in updating data and progress in issuing permits.

"The police will immediately move, so that they can also update the Provincial Government when the IPR is issued," he said.

On that occasion, SF Hariyanto revealed that the Riau Provincial Government had designated 30 blocks of people's mining areas spread across seven sub-districts in Kuansing Regency, one of which was the Singingi Sub-district.

Technical data collection will begin in the near future with cooperatives and community groups.

"Starting tomorrow, we will make the data together with cooperatives and groups," he said.

He emphasized that this IPR scheme does not open up space for private companies, but is explicitly intended for the community through cooperatives and official groups.

This step was taken to ensure that people's mining really becomes an instrument of public welfare, not controlled by big financiers.

"There are no companies. Everything goes through cooperatives and groups," he said.

Regarding the benefits for the region, SF Hariyanto said that the presence of IPR will make a real contribution to regional income as well as environmental recovery.

Retribusi and taxes from people's mining activities will be reallocated for the improvement of former mine areas which have been damaged due to illegal activities.

"Later we can get retribution. This retribution is what we use to improve the natural and environmental areas that have been dug up. There is also a tax for Riau," he explained.

Although it has not set a definite date for the completion of the entire process, SF Hariyanto emphasized that the Riau Provincial Government is targeting maximum acceleration.

"As soon as possible," he said briefly.

Meanwhile, in the coordination meeting, the elements of Forkopimda also emphasized the importance of strict supervision so that the implementation of IPR does not deviate from the original purpose.

Riau Police Chief Inspector General Herry Heryawan emphasized that law enforcement officers were ready to escort this policy so that people's mining ran according to rules, regulations, and did not reopen the space for illegal mining practices.

"This policy is expected to be a turning point in handling people's mining in Kuansing, from a mere enforcement approach to a fair, legal, and sustainable arrangement," concluded Herry.
