JAKARTA - As a house of inspiration and creativity for more than 160 million users in Indonesia, TikTok continues to strengthen the security of the platform through a series of initiatives throughout 2025 which include strengthening policies, updating security features, expanding public education, to cross-stakeholder collaboration, to create a safer, more positive, and responsible digital experience, for all users, especially for teenagers.

"User safety has always been our priority at TikTok. For us, digital security is not only about removing harmful content, but also ensuring that all users, including teenagers, can be creative, connected, and express themselves in a safe and positive digital space. Therefore, we continue to strengthen protection through policy enforcement, layered moderation systems, digital literacy education, and expanding collaboration with the government and various stakeholders to respond to challenges in the ever-evolving digital space," said Hilmi Adrianto, Head of Public Policy and Government Relations, TikTok Indonesia, Tuesday, December 16.

TikTok's steps in maintaining the security of the platform and users are in line with the government's efforts to create a safe digital space for the public. Mediodecci Lustarini, S.KM., S.H., M.C.MS, Secretary of the Directorate General of Digital Space Supervision, Komdigi RI, appreciates TikTok's efforts in presenting education, protection, and transparency to the public.

"This is in line with the priorities of Komdigi RI to strengthen digital literacy, suppress risky content, and ensure that PSE operates responsibly. Cross-party collaboration is very important to keep the digital space safe and positive," he said.

Through a transparent collaborative approach, TikTok continues to strengthen the overall management of platform security through various initiatives, ranging from digital security education for young users, increased public awareness, to strengthening policies and enforcement of risky content. Three security campaigns implemented by TikTok throughout 2025 are:

Building a Safe Digital Space Through Education of Teenagers and Parents

Since 2024, TikTok has run a series of digital literacy initiatives for teenagers and parents, which in 2025 were strengthened through the Seru Berkreasi and #SalingJaga youth safety campaign with the SEJIWA Foundation, a non-profit organization that consistently advocates for child protection. This campaign, which focuses on high schools in Jabodetabek, has reached more than 1,600 teenagers through digital literacy sessions and discussions with creators.

"The digital space opens up broad access to information and learning for adolescents, but it needs a safe and supportive ecosystem for them. Collaboration of all stakeholders is key, with parents playing a leading role as technology recognizers in the family. Through warm mentoring, open communication, child-friendly policies, and support from the entire community including digital platforms, a healthy and positive digital space can be realized," said Diena Haryana, Founder of the SEJIWA Foundation.

TikTok also strengthens support for parents through cooperation with the Kita Family Foundation, a non-profit organization that focuses on family education and has a community network of millions of parents in 358 cities across Indonesia. This collaboration includes the implementation of digital parenting workshops in various regions. With online accessible learning modules, this initiative aims to equip parents with a contextual understanding of the digital challenges faced by adolescents and encourage more adaptive mentoring in the family environment.

In addition to the efforts mentioned earlier, TikTok also presents updates to digital well-being features that help users manage screen time, manage interactions, and build more balanced online habits, including through meditation and screen time reminder features. This update is part of TikTok's ongoing commitment to supporting the safety and well-being of the community, especially teenagers, while creating a healthier digital experience for all users.

Mobilizing Communities and Society to Together #LawanJudol

In addition to helping families and teenagers feel safer on the platform, TikTok also supports the community in facing the growing digital challenges, one of which is online gambling (judol) through the #LawanJudol campaign, which is supported by Komdigi RI. In this campaign, TikTok runs a number of workshops held both offline and online to increase public awareness of the negative impact of judol and encourage the use of more positive digital platforms.

In addition to providing counseling for the general public, TikTok also presents a special page within the application that provides various information and authoritative resources from Komdigi, the Coordinating Ministry for Human Empowerment, and the Presidential Communication Office. This page also presents various educational content about the dangers of judol from creators, government complaint services (hotline), and how to report suspected judol content to TikTok.

In terms of policy enforcement, in the first half of 2025, TikTok has removed more than 424 thousand gambling-related content, of which more than 99 percent were removed before being reported by users. In addition, TikTok also removed about 1.6 million comments that promoted gambling within the platform.

Encourage the habit of #ThinkTwice to avoid online fraud

Other digital threats are also increasingly widespread and worrying, including online fraud. Data from the Financial Services Authority (OJK) shows that the Indonesia Anti-Scam Center (IASC) receives around 800 online fraud reports every day. The form is also increasingly diverse, ranging from phishing, fake job vacancies, to investment-based fraud schemes.

Aware of the potential risks, TikTok also launched the #ThinkTwice campaign to encourage the creation of the habit of thinking twice among the public before interacting with content, invitations, or offers from unknown parties. This campaign also introduces the 3C method: Check, Prevent, Prevent - three practical steps that the public can take to identify the types of online fraud that exist and know how to report so that they can stop the spread and protect others from irresponsible parties.

This campaign is further strengthened through various educational activities that are present in and outside the application, ranging from the #PikirDuaKali Guidance Center which contains security guidelines and reporting channels connected to the Indonesia Anti-Scam Center; collaboration with creators and digital security experts to create educational content; socialization of the community through the TikTok Goes to Campus program; to chatting with creators and industry partners related to online fraud trends through the #PikirDuaKali LIVE Series program on TikTok LIVE.

Along with these efforts, TikTok removed more than 25 million content that violated the Community Guidelines, including 232 thousand content related to fraud. Of these, 94 percent were successfully taken proactive action by TikTok's moderation system before being reported by users. TikTok also removed more than 180 thousand paid ads containing elements of fraud from the platform.

This protection approach has also been expanded for buyers and sellers of the e-commerce ecosystem of Tokopedia and TikTok Shop through the #BelanjaAman and #JualanNyaman campaigns, which focus on education, strengthening transaction trust, and empowering creators and business actors through cooperation with various ministries and local governments. This effort is reflected in the enforcement of policies throughout January-June 2025, in which Tokopedia and TikTok Shop rejected approximately 250,000 seller account registrations that did not meet the platform's compliance standards, as well as reviewing more than 787,000 user reports related to alleged violations of policies on short video content and LIVE sessions.

Sustainable Protection Within the Platform

To continue to ensure the security and integrity of the platform, TikTok continues to strengthen the protection foundation through the implementation of the Community Guidelines, a layered moderation system that combines machine-based and human review, as well as various security features such as content reporting features, keyword filters, not interested (not interested) options, and account privacy settings. As a form of transparency to users, TikTok also regularly launches reports through the Transparency Center which allows the public to access data related to policy enforcement, content moderation, and user protection on the platform.

The initiatives taken by TikTok with its partners throughout this year show that maintaining a safe digital space is a shared responsibility.

"We believe that digital security can only be realized when all parties move together. For this reason, TikTok will continue to work with the government, experts, industry, and the community to create a safe, healthy, and empowering digital space for all users," concluded Hilmi.

As the role of digital spaces in daily life increases, shared awareness becomes an important part of maintaining a positive digital ecosystem. To find out more about TikTok's security policies and features, visit the TikTok Security Center.
