Russian President Vladimir Putin, Turkish President Recep Tayyip Erdogan, and Iranian President Masoud Pezeshkian, along with other regional leaders were scheduled for the day at the meeting.

Turkmenistan hosted the summit, which was said to be because the country, which was independent from when the Soviet Union collapsed in 1991, could not fully join any military unity or alliance.

This was used by the Turkmenistan Government to implement its isolationist policy.
