JAKARTA - Wali Nanggroe Aceh Tgk Malik Mahmud Al Haythar called for systemic improvements to environmental governance, law enforcement, reform development policies to investigations as an effort to overcome hydrometeorological disasters in Aceh.
"We have to make this bitter experience a turning point," said Tgk Malik Mahmud Al Haythar, in Banda Aceh, Thursday, December 4, as reported by ANTARA.
Wali Nanggroe expressed his deep sorrow for the loss of life, damage to infrastructure, and major losses suffered by the community. For this reason, all stakeholders must strengthen solidarity and ensure that none of the residents are neglected.
Tgk Malik highlighted the need to stop deforestation in upstream areas and watersheds, implement disaster risk-based spatial planning in all districts/cities, and build flood control infrastructure and bridges that are resistant to extreme conditions.
Controlling water pollution due to illegal mercury-based mining is also needed, strengthening early warning systems based on sensors and satellite technology, as well as eradicating illegal mining and logging activities through collaboration between customary institutions, governments, and law enforcement.
Wali Nanggroe emphasized that the important role of indigenous law communities, including forest commanders, as Acehnese forest rangers, has been a fort for disaster mitigation.
"The Aceh ecosystem is not just a natural resource, it is a life support system," he said.
In addition, Tgk Malik also called for the formation of a special investigation team to uncover the root causes of flooding, trace traces of deforestation, plantation and mining expansion, damage to watersheds, river sedimentation, and pollution, as well as blockage of water flow due to solid and plastic waste.
The team can also conduct comprehensive audits of the construction of bridges, embankments, and other infrastructure that are allegedly not built according to technical standards, causing severe damage when floods hit.
"This investigation will involve academics, hydrologists, environmental experts, law enforcement officers, and independent elements as a form of commitment to public transparency and accountability," he said.
Tgk Malik hopes that the tragedy of the large flood will be used as a turning point to build a more resilient Aceh through strengthening education, developing the people's economy, clean government, protecting customs and the environment, and preparing for climate change.
He stressed the importance of rapid evacuation, opening access to logistics distribution, efforts to modify the weather whenever possible, as well as providing health services as a top priority.
He also paid special attention to the risk of post-flood diseases and requested that epidemic mitigation be carried out strictly, including the management of animal carcasses, provision of clean water, emergency sanitation, and immediate mapping of isolated villages.
"There should be no delay. Every minute determines the safety of the community," said Tgk Malik Mahmud Al Haythar.
