Despite Being Rejected By PKS, The DPRD Continues To Discuss The Raperda For Regional Regulation Of Subdistricts-Sub-Districts

JAKARTA - The DKI Jakarta DPRD has agreed to continue discussing the Draft Regional Regulation on the Establishment, Change of Names, Limits, and Elimination of Districts and Sub-Districts which are the executive proposals or the DKI Jakarta Provincial Government. This discussion continues despite the rejection from the PKS faction of the DKI DPRD.

"We have listened to the answers from the factions. From all factions, only the PKS faction refused. Meanwhile, other factions will continue to discuss the equipment of the council. The details will be discussed there," said Deputy Chairman of the DKI Jakarta DPRD Wibi Andrino at the DKI Jakarta DPRD building, Wednesday, November 19.

Moreover, Wibi considers this Raperda to be part of the process of moving the capital city from Jakarta to the capital city of Nusantara, East Kalimantan as the latest arrangement as a guideline for regional arrangement.

In Law Number 2 of 2024 concerning the Province of the Special Region of Jakarta, it is regulated that the legal umbrella for the formation, name change, limit, and elimination of sub-districts and sub-districts must be based on regional regulations (perda).

In addition, the DKI Provincial Government also plans to expand the region. One of them is the expansion of Kapuk Village in Cengkareng District into three urban villages.

"Jakarta has several areas that must be dispersed. The area is wide, the population is dense. So there needs to be a division of administrative areas. But the details must be considered so that people's rights are not neglected," explained Wibi.

According to Wibi, the answer of the Governor of DKI Jakarta to the views of DPRD factions is clear. The executive will carry out recommendations and input from the factions, as well as perfect the draft Raperda before being discussed in detail per article.

On the one hand, the DPRD is still considering whether to form a special committee (special committee) as a team that deepens and finalizes the draft Raperda for structuring the sub-districts.

"We will see the progress later. Indeed, the DPRD has several times formed a special committee to accelerate the discussion of regional regulations. For this regional regulation, we will see the needs and dynamics of the discussion," said Wibi.

Previously, the PKS faction of the DKI Jakarta DPRD rejected the Draft Regional Regulation on the Establishment, Change of Names, Limits, and Elimination of Districts and Sub-districts.

This was conveyed by the PKS faction in the general view of the factions at the plenary meeting that discussed the Raperda. PKS assessed that the Raperda was not yet urgent to discuss, especially because the status of the change in Jakarta from DKI to the Special Region of Jakarta (DKJ) was still not officially valid.

"The Prosperous Justice Party faction expresses its firm rejection of the Draft Regional Regulation to be continued to the next stage of discussion," said PKS faction member Inad Luciawati in a plenary meeting, Wednesday, November 19.

According to Inad, regional arrangements are only feasible if they bring direct benefits to residents. Inad questioned the urgency of the Raperda, considering that there was no adequate answer regarding its impact on public services.

"The basic question that must be answered with the Raperda's proposal is whether the people live easier lives? Is there a guarantee that services arrive sooner? Is development even more evenly distributed throughout Jakarta? If the answer is not, then regional arrangements must be improved before this Raperda is discussed and implemented," said Inad.

The PKS faction stated that the discussion of the Raperda must be postponed until the DKJ status is legally valid. They assessed that regional arrangements amidst uncertainty have the potential to cause social unrest and chaos in administrative services.

"This Raperda has not had enough urgency to be discussed and implemented at this time, and must be suspended until the DKJ status is legally valid and Jakarta no longer functions as the State Capital," said Inad.
