JAKARTA - The DKI Jakarta DPRD is speeding up the completion of 11 draft regional regulations (Rapperda) so that they can be ratified before the end of 2025 as previously targeted.

Chairman of the DKI Jakarta DPRD Khoirudin said that most of the draft regulations had entered the intensive discussion stage, while one Raperda was still waiting for administrative completeness from the executive or DKI Provincial Government.

Khoirudin explained, out of a total of 13 regional regulations targeted for completion, two of them had been ratified first. The rest is in the process, including one Regional Regulation that cannot be discussed because it has not been submitted by the governor.

"Another one is not not achieved. However, we are still waiting from the executive. The letter has not yet been received from the governor to us," said Khoirudin, Monday, November 17.

The still detained Ranperda is the Raperda on Regional Emblems which must be adjusted to changes in Jakarta status as well as regional expansion in West Jakarta. This regulation is needed to update various symbols and administrative boundaries in order to be in line with regional developments.

"Because there is expansion, there is an increase in urban villages in West Jakarta. So related to regional boundaries, symbols, and changes in sub-districts and sub-districts, there will be a new regional regulation," he said.

Although one Raperda has not yet entered the finalization, Khoirudin is optimistic that all targets can still be pursued until the end of next year. He emphasized that the process of scheduling discussions and approvals has been recorded in the DKI DPRD Deliberative Body (Bamus) meeting so that the solution path is clearer.

"I am sure next week it will come in because we have scheduled it at the Bamus meeting. There will be a delivery from the governor and a schedule of views from the factions. Hopefully, before the end of this year it will be finished," he said.

With this progress, the DKI DPRD encourages the acceleration of regulations that are considered important for governance, ranging from regional arrangements, budget management, to public services.

Two regional regulations that have been ratified throughout 2025 are the Regional Regulation on Amendments to the 2025 APBD and the Regional Regulation on the 2025-2029 Regional Medium Term Development Plan (RPJMD).

Meanwhile, the 11 regional papers that will be ratified are the Raperda on Accountability for the Implementation of the Regional Revenue and Expenditure Budget for the 2024 Fiscal Year, the Raperda on Regional Property Management, and the Raperda on the Utilities Network.

Then, the Raperda on Non-Smoking Areas, the Raperda on the Implementation of Education, and the Ranperda on Amendments to the Legal Form of Perumda PAM Jaya to Perseroda.

Furthermore, the Raperda concerning City Councils/Regency Councils, Raperda on Village Deliberation Institutions, Raperda on Regional Revenue and Expenditure Budgets for Fiscal Year 2026, as well as Raperda on the Establishment of Change of Names, Boundaries, and Elimination of Districts and Sub-Districts.
