The DPR Baleg Opens Opportunities For The Copyright Bill To Be Ratified Before The New Year 2026

JAKARTA - Chairman of the National Legislation Body (Baleg) of the DPR Bob Hasan opened the opportunity for a draft law on copyright (RUU Hakta) to be passed before the new year 2026. According to him, the DPR session which will still take place within one month is enough to finalize the bill.

Moreover, Baleg has received input from the All-Indonesian Composer Association (AKSI), Indonesian Voice Vibration (VISION), the Indonesian Recording Industry Association (ASIRI) related to the Copyright Bill yesterday. In addition, Deputy Speaker of the House of Representatives, Sufmi Dasco Ahmad, targets the bill to be completed within two months.

"If with the harmonization that runs today, we may be able to strengthen the conception, later we will return it to the discussion. The discussion will be with the proposers again later, and this year it is possible (to be ratified)," said Bob Hasan at the DPR building, Senayan, Jakarta, Wednesday, November 12.

Bob explained that Baleg is still harmonizing the Copyright Bill. According to him, the old Copyright Law is not sufficient to be implemented because there is a digitalization process, and the collectiveity of the ababils is displayed.

"Well, that's what the EO position is and so on. Actually, we just have to arrange it. So that's the one dispute between the songwriter and the singer. Well, actually, we actually harmonize that. Now, the time can be finished, it depends, but this still has 1 month, yes," he explained.

Bob said the DPR Baleg had heard input from VISION and ACTION as owners and song users in terms of royalty collection. Later, he said, the input was harmonized with the articles proposed by the proposer, as well as matters relating to issues such as LMK.

"Yes, we listen to the harmonization first, what kind of view is it. Only then do we refer to the article or bill that has become the proposer's design. Now, we harmonize this is the preparation of the conception. What is the establishment of this conception, what is the task of LMK? Then what economic rights are obtained from songwriters. And how to get it depends on the collectiveity. Now this system must be regulated properly. Yesterday, the existence time was not really clear and clear, yes. Obviously, it's not clear yet," he explained.

"Well, we will strengthen this, we will round the conception. After that, we will hand it back to the proposers who are of course proposed as (UU) in the next plenary session," concluded Bob Hasan.
