JAKARTA - Deputy Chairman of Commission VII DPR RI from the PDIP faction, Evita Nursanty assessed the need to improve the licensing system for electronically integrated business or Online Single Submission (OSS) in order to create healthy tourism. Because, according to him, the OSS system that is directly connected to the center has not fully involved local governments, so it often creates problems in the field, especially in the tourism sector.
"The one who understands the tourism spatial planning the most is the local government. Commission VII will fight for the improvement of the licensing system on OSS so that its implementation is in line with the spatial planning and authority of local governments," Evita told reporters, Friday, November 6.
The OSS or Electronicly Integrated Business Licensing System is a business licensing issued by the OSS Institute for and on behalf of the Minister, heads of institutions, governors, or regents/mayors to business actors through an integrated electronic system. Currently, all business licensing in various business sectors must be taken care of and published through OSS.
Unfortunately, said Evita, the fully automated OSS licensing system has eliminated the role of local governments, even permits for foreign investment (PMA) could be issued without district/city verification. He gave an example of a number of cases in various regions that arose due to the weak synchronization between central and regional space permits.
"Like in Bali where many villas and resorts stand in conservation areas and productive agricultural zones," he said.
Evita revealed, to Commission VII of the DPR, Bali Governor Wayan Koster complained about the OSS because there were various weaknesses in this system, ranging from the inconsistency of central and regional norms, the weak verification of permits, to the impact on the economic independence of the local community.
"There is a problem with this OSS. Because this OSS goes directly to the center. Meanwhile, those who know tourism spatial planning are local governments, so there are systems that we have to improve," he said.
In addition, Evita alluded to the issue of nickel mining permits in Raja Ampat, Papua, which are in a conservation area that should be protected. Where Raja Ampat is also a leading tourist destination for Indonesia.
"Cases like these show that OSS has not been synchronized with regional spatial planning and regional character," said Evita.
Therefore, Commission VII of the DPR is committed to fighting for the revision of OSS governance. Evita said this was done so that local governments were fully involved in the process of evaluating and issuing permits, especially in the tourism sector and the creative economy.
There must be a map and an understanding for the sake of healthy tourism. Do not let the ministry issue a permit, while other ministries or local governments refuse because it is not in accordance with spatial planning," said the PDIP legislator from the Central Java electoral district.

Evita assessed that synergy and coordination across ministries and institutions, including with the local government, is important so that there are no differences in views in the issuance of permits. He also suggested that periodic evaluations be carried out on permits that have been issued through OSS.
"Our goal is to ensure that investment runs according to the principle of sustainable development. Do not let permits that leave the center actually damage the environment and violate regional spatial planning," said Evita.
"We will bring this issue to a discussion with the central government so that the disharmony of norms between central and regional regulations in the issuance of permits can be avoided so that every existing business unit does not violate regional spatial rules," he concluded.
