JAKARTA - A number of academics in East Nusa Tenggara (NTT) Province assess that the direction of the national energy policy led by the Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia has been in line with the policy direction of the Prabowo Subianto-Gibran Rakabuming Raka Government in Asta Cita, especially towards a green energy transition by encouraging New Renewable Energy (EBT).
University of Nusa Cendana public policy expert, Prof. Dr. David BW Pandie said President Prabowo's target was ambitious and optimistic. However, he considered this realistic if supported by the right strategy.
"In my opinion, the current government policy is in the right direction, but the design of the implementation of the stages needs to be communicated more clearly to the public, what is done every stage, what are the indicators of success," said David in a discussion on Public Energy Policy with the theme "One Year Prabowo-Gibran Government from Angle of Energy View" in Kupang, NTT, Monday in a statement Wednesday, November 5.
David explained, there are two important points to support self-sufficiency in energy being pursued by the government. First, education about Indonesia's current condition which is experiencing a crisis due to energy imports and leakage of energy subsidies. So that people can use their energy wisely and the subsidies provided can be right on target. Second, mobilizing higher education strength to intensively conduct EBT research in order to build a generation that cares and soliders to energy.
"Our knowledge must be strong to produce EBT according to local conditions. Human resources used to be strengthened, so the role of technology is important to encourage renewable energy faster. Otherwise, the transition will be long and endless," he said.
Energy expert from Nusa Cendana University, Prof. Fredrik L. Benu confirmed that NTT Province is ready to become one of the national EBT supply centers to support the government's Asta Cita agenda. He revealed that NTT has two strategic energy sources that can support the national energy mix, namely biomass and solar energy and wind. NTT has great potential. Sumba as Sumba Iconic Island and Timor as Timor Biomass Island," said Fredrik.

Fredrik emphasized that energy diversification is the key to achieving the energy mix target of 1923 percent by 2030 according to the vision of energy transition in the Asta Cita Prabowo' Gibran program. NTT Province, he said, already has various energy diversifications to achieve this. "Swasembada energy is about the ability to supply self-energy, it does not depend on the outside. For this reason, EBT must be encouraged seriously and massively," he said.
According to him, the supply of EBT from NTT is not only for local needs, but also has the potential to be sent to other areas such as Java and Bali. NTT is expected to provide new and renewable energy supplies for Bali. It has even been offered for East Java and Surabaya," he said.
Fredrik explained that currently a number of PLTU facilities in Timor have run a biomass co-firing program using wood chips from local plants such as lamboro and gamal. Both have a calor value approaching coal but with much lower emissions. In addition, with the supply of biomass from NTT which reaches 20 tons per day, Prof. Fredrik said the local government could earn additional regional income through a carbon trading scheme. From coal substitution with biomass alone, it could be Rp. 2.8 billion per month from carbon trade. We just need to strengthen the regional regulations," he explained.
On the same occasion, the economist at the Artha Wacana Christian University (UKAW) Kupang, Dr. Frits Fanggidae emphasized that EBT plays an important role in reducing production costs and encouraging MSME competitiveness. This is because electricity produced from EBT costs are cheaper, so it can become intensive for MSMEs in the regions. EBT will reduce production costs. If energy is cheap, efficiency increases, production capacity grows, and competitiveness increases," he said.
The government also continues to strengthen energy security, especially in Eastern Indonesia. Most recently, PT Pertamina Patra Niaga inaugurated the Labuan Bajo Fuel Terminal in West Manggarai, NTT on Thursday 2 October 2025, with a capacity of 488 Kiloliters (KL). In addition, the government has also encouraged the Electricity New Installation Assistance Program (BPBL) in Winebetan Village, South Langowan, Minahasa Regency, North Sulawesi (Sulut). A total of 112 houses have now been electrified.
Even so, he reminded that electrification through EBT is not the only factor that makes MSMEs in developing areas. According to him, the Ministry of Energy and Mineral Resources (ESDM) needs to embrace other parties so that economic improvements can be maximized after 100 percent electrification occurs.
"Electricity alone is not enough. MSMEs must be prepared. The government needs to embrace the Ministry of MSMEs so that small industries move to villages that are already clear," said Fanggidae.
