Kisi-kisi Tersangka Kasus Korupsi Kuota Haji Dari KPK: Pihak Yang Berperan Dalam Proses Diskresi

The Corruption Eradication Commission (KPK) said that the party that issued a discretion to distribute 20,000 additional Hajj quotas from the Government of Saudi Arabia has the opportunity to become a suspect.

This was conveyed by the KPK Spokesperson Budi Prasetyo when asked about the picture of parties at the Ministry of Religion who also received money from special Hajj administrators (PIHK) in 2023-2024. According to him, the discretion issued regarding the distribution of hajj quotas is the basis for state losses.

The KPK once said that corruption in the hajj quota arose when the Ministry of Religion in the Yaqut Cholil Qoumas era issued a decree dividing an average of 20,000 additional quotas for special and regular pilgrims.

This condition is suspected of violating the rules because the distribution should be set at 92 percent for the regular hajj quota and 8 percent for special Hajj.

"Everything will be updated later, we will convey to the public in due time, including to the parties who are responsible, who are then named as suspects. This means that the parties who play a role in this discretion process will result in state financial losses," Budi told reporters at the KPK's Merah Putih building, Kuningan Persada, South Jakarta, Thursday, October 23.

In addition, Budi said, announcements related to case construction will be made in due course.

"Including how the next stage is in the process of buying and selling quotas in the field carried out by the PIHK either directly or between PIHK candidates," he said.

"Also how is the flow of money from the PIHK to the elements at the Ministry of Religion," continued Budi.

Previously reported, the KPK is investigating allegations of corruption related to quotas and the implementation of Hajj in 2023-2024 at the Ministry of Religion (Kemenag). No suspects have been named for using a general investigation warrant (sprindik).

The general Sprindik uses Article 2 Paragraph 1 and/or Article 3 of Law Number 31 of 1999 concerning the Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2021 in conjunction with Article 55 paragraph 1 of the Criminal Code. This means that there are state losses that occur due to this corrupt practice.

State losses in the corruption case of quota and Hajj for the period 2023-2024 are said to have reached more than IDR 1 trillion. This number is still increasing because it is only the initial calculation of the KPK which continues to coordinate with the Supreme Audit Agency (BPK).

During the investigation process, a number of parties have been questioned, including Yaqut Cholil Qoumas. Investigators have also searched his house and found documents and electronic evidence that are suspected to be related.

Then, checks were also carried out on more than 300 travel agents or travel agents who organize special Hajj (PIHK) and confiscated money from them. However, the KPK has not detailed the amount because the calculation is still being carried out by investigators.
