DKI Provincial Government Reveals "Mafia Kiosk" In Barito Market, PSI: Why Is It Only Revealed Now?

JAKARTA - Members of the DKI Jakarta DPRD as well as Advisors to the PSI faction, August Hamonangan, have made sharp criticisms of the DKI Jakarta Industry, Trade, Cooperatives, Small and Medium Enterprises (PPKUKM).

This criticism follows a statement from the Office which stated that there was a ' kiosk mafia' practice at the Pet Pet Market Barito, South Jakarta.

According to August, the suggestion of a ' kiosk mafia' is very unfortunate. He questioned why the findings of the stall abuse practice were only disclosed at this time if it really happened.

"I deeply regret that the PPKUKM Service has issued an unpleasant suggestion that there is a ' kiosk mafia' practice at the Barito Bird Market," August said in his statement, Tuesday, October 21, 2025.

Assessed Mirror Of Supervision Weakness

August assessed that the statement actually reflected the weakness of the agency in providing guidance and supervision of traders.

"If the suggestion is correct, I feel surprised why it has only been disclosed by the PPKUKM Service now. Apart from that, isn't the release of the statement, the PPKUKM Service actually also revealed that it cannot provide guidance to traders. This is like putting water on its own face," he said.

August urged the PPKUKM Office to focus on solving concrete problems in Barito Market, such as licensing and levy governance, rather than throwing issues that could cause unrest among traders.

"Actually, by raising the issue of the kiosk mafia, the PPKUKM Service actually shows its inability in carrying out its duties and functions towards MSME activists," he said.

PPKUKM Service Finds Monopoly Of Sale And Purchase Permits

Previously, the DKI Jakarta PPKUKM Office had indeed found the practice of abusing the kiosk rental permit at Barito Market. The head of the DKI Jakarta PPKUKM Service, Elisabeth Ratu Rante Allo, revealed that most of the kiosks in the market were controlled by a handful of traders.

"Based on data in the field, a number of traders have been suspected of abusing the Barito Market kiosk rental permit. It turns out that one trader can control 10 to 15 kiosks, for then they rent them to small traders," said Ratu on Friday, October 17, 2025.

The search results showed that 58.9 percent or 93 of the total 158 kiosks in Barito Market were not managed directly by their official tenants. Monopolistic practices occur in almost all blocks, where small traders are disadvantaged because they have to contract with parties who monopolize lease rights, not directly with PPKUKM.

As a follow-up, the DKI Provincial Government plans to move animal trafficking activities to the Fauna Lenteng Agung Center, in order to create a more organized and fair trade center for small traders.
