JAKARTA - The National Human Rights Commission (Komnas HAM) condemns the increasing violence and armed conflict in the regions of Central Papua and West Papua which caused casualties from civilians and officials.

Among them were the shootout between the TNI and the Armed Civilian Group (KSB) in Soanggama Village, Homeyo District, Intan Jaya Regency, Central Papua, on Wednesday, October 15. In that incident, it was suspected that 14 people were killed, consisting of members of KSB and civilians.

Then on Friday, October 17, the shooting also occurred on Jalan Kali Semen, Wadio Atas, West Nabire District, Nabire Regency. Based on preliminary reports, one civilian was killed, four others were injured, while three law enforcement officers were also injured.

Not only in Central Papua, violence was also reported in West Papua. Two volunteers from the Manokwari Institute for Research, Studies and Legal Aid Development (LP3BH), namely Kornelis Aisnak and Ruben Phrasa, were victims of intimidation and persecution in North Moskona District, Bintuni Bay. At the time of the incident, both of them were providing humanitarian assistance to refugees in the area.

"On the three incidents, Komnas HAM condemned the shooting and violent approaches that resulted in fatalities and casualties, intimidation and violence against LP3BH volunteers," said the Chairman of Komnas HAM in a written statement, Monday, October 20.

Anis assessed that the situation shows a strong security approach in handling conflicts in Papua.

Therefore, Komnas HAM urges the central government to immediately stop all forms of violence in Papua and conduct a thorough evaluation of security strategies in the region.

This evaluation is considered important so that the approach used no longer causes additional casualties among civil society.

"The Indonesian government is expected to immediately stop all forms of violence and review of the security approach strategy in Papua in order to reduce the intensity of violence and armed conflict to avoid the recurrence of casualties," said Anis.

Anis emphasized that violence is not a solution in resolving conflicts. Anis asked all parties, both security forces, armed groups, and civil society, to exercise restraint and prioritize dialogue.

"Komnas HAM also emphasized that the use of violence cannot be justified. For this reason, Komnas HAM asks all parties to refrain from preventing the escalation of conflicts in Papua," he said.

Komnas HAM also encourages the government to take recovery steps for affected communities. In addition, law enforcement against perpetrators of violence is requested to be carried out in an initial, transparent, and accountable manner.

"Komnas HAM invites all parties to prioritize dialogue, not to be provoked to encourage the conduciveness of human rights implementation in Papua," said Anis.

To follow up on this situation, Komnas HAM has coordinated with the National Police Chief, Central Papua Governor, Central Papua Police Chief, and Intan Jaya Regent.

Komnas HAM will also conduct direct monitoring to obtain more complete information regarding a series of events in Central Papua and West Papua.
