Hotel Sultan Sued To Pay Royalties Of IDR 742.5 Billion For Using State Land

JAKARTA - The government sued PT Indobuildco as the manager of the Sultan Hotel, Jakarta, to pay royalties of US$45 million or equivalent to Rp. 742.5 billion (exchange rate of Rp. 16,500 per US dollar) for the use of state land in the Gelora Bung Karno (GBK) area.

The attorney for the Minister of State Secretary (Mensesneg)casu quo(cq) of the GBK Complex Management Center (PPK), Kharis Sucipto, said the figures include interest and fines demanded for the use of state land in the 2007-2023 period or approximately 16 years.

"Everything has been calculated with the principle of prudence by asking for help from the Financial and Development Supervisory Agency (BPKP) accompanied by a legal basis and facts that have existed before," said Kharis when met after the trial at the Central Jakarta District Court, Monday, October 13, reported by ANTARA.

He explained that royalty collection had been carried out many times until a summons was carried out, but was not fulfilled by PT Indobuildco. For this reason, the Government is taking civil law steps, namely by suing PT Indobuildco in collecting royalties.

Kharis said PT Indobuildco had previously paid royalties for the period of land use of Land Management Rights (HPL) Number 1/Gelora in 19712002.

In 2016, he continued, PT Indobuildco had also voluntarily paid royalties along with interest and fines for the period of use of HPL land Number 1/Gelora in 2003-2006, on the basis of the Supreme Court Review Decision Number 276 PK/Pdt/2011 dated November 23, 2011.

However, considering that PT Indobuildco still used land in 2007 until the end of Building Use Rights (HGB) Number 26/Gelora and HGB Number 27/Gelora on March 3, 2023 and April 3, 2023, he mentioned that the Minister of State Secretary and PPKGBK charged PT Indobuildco to pay the remaining royalty obligations along with existing interest and fines.

It was explained that the Minister of State Secretary and PPKGBK had repeatedly collected through several summons to PT Indobuildco to pay royalties along with interest and fines for the period of use of part of HPL land Number 1/Gelora in 2007 '2023, but it had not yet been paid.

"Thus the Minister of State Secretary and PPKGBK filed this civil lawsuit to demand the remaining royalty payment obligations of PT Indobuildco," he said.

The lawsuit was tried with Number 287/Pdt.G/2025/PN.Jkt.Pst between the Minister of State Secretary and PPKGBK as the plaintiff against PT Indobuildco as the defendant, who has entered the agenda of giving expert statements at the Central Jakarta District Court, Monday.
