Police Personnel At Ministries And Other Institutions Asked To Resign Or Retire Early

JAKARTA Police researcher from the Institute for Security and Strategic Studies (ISESS), Bambang Rukminto, assessed that the placement of Polri personnel in various Ministries/Institutions is a violation of the law.

This is because Article 28 paragraph (3) of Law Number 2 of 2002 concerning the National Police explicitly states that members of the Indonesian National Police can occupy positions outside the police after resigning or retiring from service.

"This means that if they stay outside the structure, they must resign or retire early from the Police," said Bambang, Sunday, October 12, 2025.

According to him, if the Police personnel concerned are reluctant to take the option of resigning, then there is only one other way, which is to be withdrawn to the Police institution. However, this option will also have its own consequences.

"This will actually cause internal problems that are not small and the risk will disrupt the National Police organization, because there are no positions that are in accordance with their rank, and there will even be 3 star inflation," he said.

Bambang emphasized that the commitment to reform within the National Police must start from the most basic thing, namely to consistently carry out existing regulations. Therefore, if you want to seriously reform the Police, of course, it must start from fundamental things related to consistency in the implementation of laws and other regulations, for example regarding positions in other ministries/agencies.

He reminded that the lack of seriousness in enforcing this rule will have an impact on the loss of credibility of reform. "If violations of regulations and legislation are still being carried out, make no mistake if the Police Reform will be considered just a political gimmick," he said.

Previously, National Police Chief General Listyo Sigit Prabowo rotated and transferred massively to 1,255 personnel, from high-ranking officers (Pati) to mid-level officers (Pamen). At the end of March 2025, 38 Pati were promoted. In detail, two personnel rose to become Commissioner General, 10 became Inspector General, and 26 became Brigadier General.

In addition, there are two names that have just received a three-star promotion, namely Komjen Makhruzi Rahman and Komjen Lotharia Latif. It is known, Makhruzi is now serving as Secretary of the National Border Management Agency (BNPP) of the Ministry of Home Affairs (Kemendagri). Meanwhile, Lotharia serves as Inspector General of the Ministry of Marine Affairs and Fisheries (KKP).

Meanwhile, another Pati, who has just been promoted to two stars, namely Inspector General Ruslan Aspan, who currently serves as Deputy for Airport, Port and Traffic Management of BP Batam, Inspector General Argo Yuwono who is currently serving at the Ministry of Micro, Small and Medium Enterprises (MSMEs), Inspector General Djoko Poerwanto at the Ministry of Forestry (Kemenhut), Inspector General Yudhiawan at the Ministry of Health (Kemenkes).
