JAKARTA - Minister of Environment (LH) Hanif Faisol Nurofiq confirmed seven potential locations for the construction of waste processing installations into electrical energy (PSEL) with the results of the report submitted by the CEO of the Danantara Investment Management Agency Rosan Perkasa Roeslani.

"The construction of the PSEL facility is a concrete solution to answer the challenges of waste management in big cities that produce more than 1,000 tons of waste per day. This technology will turn environmental burdens into renewable energy sources that are beneficial for the community," said Minister of Environment and Environment Control Agency (BPLH) Hanif Friday, October 10.

He explained that the submission of verification results to the Danantara was a follow-up to the ministerial-level Limited Coordination Meeting organized by the Coordinating Minister for Food Affairs on October 2, 2025.

The results of field verification are carried out with the Ministry of Home Affairs, the Ministry of Energy and Mineral Resources, the Danantara, and PT PLN (Persero) to produce seven agglomeration areas in six provinces.

The seven areas are Yogyakarta Raya covering Yogyakarta City, Sleman Regency and Bantul Regency, Denpasar Raya area covering Denpasar City and Badung Regency, Bogor Raya area covering Bogor City, Bogor Regency, Depok City and Bekasi Raya area covering Bekasi City, Bekasi Regency.

In addition, the Tangerang Raya area includes Tangerang Regency, South Tangerang City and Tangerang City, Medan Raya area covering Medan City, Deli Serdang Regency and Semarang Raya area covering Semarang City, and Semarang Regency.

Meanwhile, two other areas, namely the Special Region of Jakarta and Greater Bandung, still cannot be recommended because they have not met the main requirements, such as land availability according to land criteria and administrative readiness.

For Jakarta, the land proposed is only 3.05 hectares and is located close to the Jakarta International Stadium (JIS) and dense residential areas. Meanwhile, in Greater Bandung, there is no land that meets the criteria both in terms of technical and administrative terms.

KLH/BPLH together with related ministries and institutions will continue to verify to other areas according to the results of the coordination meeting, including Bandar Lampung Raya and Serang Raya, to ensure regional readiness in supporting the implementation of national PSEL development.

"The process currently being carried out is an acceleration step so that when the Draft Presidential Regulation on Urban Waste Management through Waste Processing Into Renewable Energy has been determined by the President, the construction of the PSEL can begin immediately," said Minister Hanif.

The construction of PSEL, he explained, is expected to be able to overcome the problem of waste management in areas facing large daily waste volumes, overloaded TPA, and land constraints.

The proven large-capacity processing technology approach is considered capable of significantly reducing the volume of waste, accelerating the processing process, and producing environmentally friendly electrical energy.
