JAKARTA - Jakarta Governor Pramono Anung emphasized one point regarding the discussion of the Draft Regional Regulation (Raperda) on Smoke-Free Areas (KTR), currently being drafted by the Jakarta Provincial Government and the Jakarta Regional People's Representative Council (DPRD).

Pramono emphasized that the regulations in the Draft Regional Regulation on Smoke-Free Areas (KTR) must not disrupt the economic activities of micro, small, and medium enterprises (MSMEs).

"The most important thing about the Draft Regional Regulation on Smoke-Free Areas (Raperda No Smoking) is that it must not disrupt MSMEs," Pramono said at Wisma Mandiri, Gambir, Central Jakarta, Monday, September 29.

Pramono believes that the KTR Regulation was not created to prohibit smoking. He cited the provision for separate smoking areas for smokers and non-smokers, as an example. He cited the provision in entertainment venues, where the KTR Regulation will regulate the provision of designated smoking areas in enclosed spaces that do not interfere with each other.

With this scheme, Pramono said, visitors to entertainment venues will still be able to smoke, but only in designated areas.

"For example, if there's a karaoke place, smoking isn't allowed in the karaoke room, but people selling cigarettes there shouldn't be prohibited," Pramono explained.

"All facilities that allow or hold events must provide a private smoking area to avoid disturbing others," he continued.

For your information, Jakarta currently does not have a regional regulation governing smoke-free areas. Currently, the regulation regarding the prohibition of smoking in public spaces is still regulated by Gubernatorial Regulation Number 88 of 2010 concerning Amendments to Gubernatorial Regulation Number 75 of 2005 concerning No-Smoking Areas.

Currently, the Regional People's Representative Council (DPRD) and the Jakarta Provincial Government are finalizing a draft of the No-Smoking Area Regional Regulation (Raperda KTR). The draft regulation will outline places where smoking and selling cigarettes are prohibited.

One example is that no-smoking areas will be established within a 200-meter radius of educational institutions in Jakarta.

The draft regulation will also stipulate sanctions for anyone intentionally advertising, promoting, producing, or sponsoring cigarettes in No-Smoking Areas.
