Bali DPRD Discusses Factory Findings In Conservation Land

DENPASAR - DPRD Bali has begun to discuss the findings of a manufacturing factory that stands on conservation areas that also coexist with watersheds (DAS).

Chairman of the Special Committee for Asset Spatial Planning and Licensing (TRAP) of the Bali DPRD Made Suparta gathered parties who could provide data such as Tahura Ngurah Rai, the Bali National Land Agency (BPN), and the Bali Satpol PP because one of its findings was the EcoCrete company which was hidden behind the limestone path bypass Ngurah Rai.

"It must be investigated again because it is indeed a conservation area, a protected forest area, growing mangroves," he said, Tuesday, September 23.

After receiving information from the Bali Satpol PP, it turned out that the manufacturing company was a foreign investment company (PMA) owned by seven foreigners and one Indonesian citizen on an area of 1.4 hectares.

The TRAP Special Committee for the Bali DPRD found that the land used by them was leased from four local residents who owned the certificate within 20 years of use.

Made Suparta admitted that he was disappointed because BPN Bali missed that the land overlapped with the land for the forest park, which should not have any construction on it.

From this first meeting, the council revealed that the company's licensing was incomplete, so the Bali Satpol PP carried out the first steps of temporary sealing.

"That is the next conservation area so that the certificate is not issued first, conduct a study in whether this area can be certified or not because in Law Number 7 of 2007 article 35 and Article 73 regulates sanctions and there should be no activities but BPN cannot explain," said Made Suparta.

According to him, if their business license certificate is issued, it opens up opportunities for other entrepreneurs to form factories or carry out activities on the mangrove land.

In addition to the conservation area there is a river flow in the vicinity which initially wanted to be investigated for flooding.

"If it is tolerated there will be a lot of development there and will close the waterway from upstream to downstream, it is clear that the evaluation of the riverbanks is a regulation of 3-5 meters but almost all river edges people are built," said the member of Commission I of the Bali DPRD as reported by ANTARA.

Seeing the land issue, the Bali DPRD asked the Bali Attorney General's Office for help to trace the land certificates, especially since it was recently discovered that in the southern region, especially Denpasar and Badung, there were 106 individual land certificates that intersect or overlap with taura land.

"The Prosecutor's Office will carry out the investigation process for the issuance of the certificate, the results of the deepening which will later be submitted to our special committee for tasks, our spatial planning affairs will also be resolved for licensing matters, we are not anti-investment, we are open but obey the law according to the rules," said Made Suparta.
