JAKARTA - The United Nations (UN) said Russian authorities had tortured civilian prisoners in occupied Ukrainian territory, including widespread sexual violence and "systematic".

The United Nations human rights office in its report Tuesday, September 23, concluded Russia since the start of the invasion of Ukraine in February 2022 "consistently committed serious violations" of international law with its victims Ukrainian civilian prisoners.

The report is based on interviews of UN investigators with 216 civilians released from detention in Russia's occupied territory in Ukraine since June 2023.

As many as 92 percent of them consistently admitted that they had been tortured or treated badly during detention.

"Heavy beatings with various tools, such as sticks and sticks, electric shocks to various parts of the body (and) mock executions," the UN report said, quoted from AFP.

Many have also said that ex-convicts are threatened with murder and violence, involving threats to their loved ones.

"Many speakers were targeted in various forms of torture or ill treatment during detention," the report continued.

The United Nations Human Rights Office revealed Ukrainian authorities in May 2025 reported that around 1,800 Ukrainian civilians were detained by Russia.

The report also noted that Russia often ignores legal protection, coupled with a lack of severe accountability, has "placed many Ukrainian civilians beyond effective legal protection during their detention."
