Prabowo Orders To Accelerate Development Of Indonesian Hajj Villages

JAKARTA - President Prabowo Subianto instructed six ministries and related agencies to accelerate the development program of the Indonesian Hajj Village in Makkah, Saudi Arabia.

The order was contained in Presidential Instruction (Inpres) Number 15 of 2025 which was signed by President Prabowo in Jakarta, August 6, 2025.

A copy of the Presidential Instruction (Inpres) document issued by the Ministry of State Secretariat (Kemensetneg) in Jakarta, Thursday, said that this policy aims to improve the quality of service and comfort of Indonesian pilgrims and Umrah pilgrims through the provision of adequate accommodation facilities and according to their needs in the Holy Land.

The Presidential Instruction assigned the Minister of Finance, Minister of Foreign Affairs, Minister of Investment and Downstreaming/Head of BKPM, Head of the Anagata Nusantara Power Investment Management Agency, Head of the Hajj Financial Management Agency (BPKH), and Head of the Hajj Organizing Agency to take strategic and integrated steps in planning, implementation, and program management.

The President's instructions contain directives related to fiscal support and financing schemes, including a mix of financing, guarantees, and taxation in accordance with the provisions of the legislation.

In addition, the President has also assigned strengthening diplomacy with the Government of the Kingdom of Saudi Arabia to fulfill international legal aspects and development cooperation.

The President also directed related parties to provide investment partners, form joint ventures, and other cooperation mechanisms to support development funding and operations.

In the Presidential Instruction, it is also explained that the development funding of Indonesian Hajj Villages can be sourced from the Danantara Investment Management Agency, the Hajj Financial Management Agency, partnerships with domestic and/or foreign parties, the State Revenue and Expenditure Budget (APBN), as well as other legitimate and non-binding sources in accordance with statutory provisions.

The President emphasized that all relevant ministries and agencies carry out this Presidential Instruction with full responsibility, actively synergize, and report its implementation developments to the President periodically.

The construction of the Indonesian Hajj Village is expected to be an integrated accommodation center that supports improving the quality of Indonesian Hajj and Umrah services, as well as strengthening Indonesia's position as the country that sends the largest pilgrims in the world.
