Masses Of Action Detained, Komnas HAM Asks Police To Prioritize Restorative Justice

JAKARTA - The National Human Rights Commission (Komnas HAM) asked the police to prioritize restorative justice for the mass of action detained in various regions related to demonstrations against allowances for members of the DPR.

In addition, Komnas HAM also asked the security forces to provide access to legal assistance to those arrested and detained. According to Komnas HAM, legal assistance is a human right that must be fulfilled.

"Many have been arrested, based on information from many civil society organizations, they do not get access to legal aid and also [Komnas HAM encourages the police] to prioritize a restorative justice approach," said Komnas HAM Chairman Anis Hidayah as quoted by ANTARA, Tuesday, September 2.

Based on temporary data obtained by Komnas HAM, it was recorded that 1,683 participants in the action were detained by the Polda Metro Jaya on August 25, 28, 30, and 31. However, the data is still dynamic.

Then, Komnas HAM recorded as many as 89 people arrested in Solo, Central Java, on August 29, 2025. According to Anis, since Monday (1/9), 14 other people have also been arrested and some have been named as suspects.

In addition, Anis said that his institution also regretted a number of activists who were detained and named suspects, including Lokataru Executive Director Delpedro Marhaen. This action is feared to hinder freedom of opinion and expression.

"Komnas HAM deeply regrets and encourages the police to use a restorative justice approach to free up," he said.

Komnas HAM also encouraged the police to release the participants of the action who were still detained, both at the regional police, police, and the police. The police were also asked to stop arbitrary arrests and detentions.

"Requesting security and law enforcement officials to carry out accountable, transparent, and just handling that adheres to human rights principles and the presumption of innocence principles," said Anis.

In addition, Komnas HAM encourages the restoration of rights for people who are arbitrarily arrested as well as victims who died and were injured during the handling of the action. This is because the victim and his family have the potential to experience trauma.

"Especially for those who are vulnerable groups: women and children," he said.
