Chairman of Commission XIII of the House of Representatives, Willy Aditya, proposed a revision to Law Number 21 of 2007 concerning Human Trafficking (TPPO) following this crime which has developed into modern slavery practices which violate human rights (HAM).
"The practice of human trafficking and human exploitation has evolved into increasingly complex forms of modern slavery. While national legal instruments have not been fully able to keep up with the changing modus operandi of these crimes," said Willy Aditya, Friday, July 31.
According to Willy, human exploitation today is no longer limited to the trade in women and children, but has expanded to forced labor practices, sexual exploitation, digital exploitation, online-based fraud scams, debt bondage, and organ trafficking.
Recently, there were three children who were exploited by becoming perpetrators of online fraud or online scams in the Sidrap Regency area. Not to mention a number of cases of children who are used as commercial sex workers in various regions and abroad.
"Including we also know that many Indonesian migrant workers (PMI) are held hostage in a number of countries, especially Myanmar, to be forced to do online scams. They are tortured, even not paid," explained Willy.
Willy also said that the victims of TPPO were not only Indonesian citizens who worked abroad, but also people who were exploited in the country through working conditions that no longer respected human dignity.
"Meanwhile, the legal rules that regulate it also have a duality between the TPPO Law and the Indonesian Migrant Worker Protection Law (PPMI). This makes the proof of legal events experience its own challenges. And finally trap the Law Enforcement Agency (APH) to solve it pragmatically through the PPMI Law which can easily break down in the form of illegal workers of undocumented workers," continued Willy.
Therefore, Willy considers it time for Indonesia to carry out a thorough update to the legal framework for eradicating human trafficking.
"The revision of the TPPO Law is not enough to simply add criminal threats, but must be able to respond to changes in crime patterns that now operate through digital platforms, shell companies, online recruitment, to cross-border networks," said Willy.
