Tangerang City DPRD Encourages Evaluation Of PSEL Cooperation With PT OISN, Majority Of Proposals Are Cut Off

TANGERANG - Waste management cooperation into electrical energy (PSEL) between the Tangerang City Government and PT Oligo Infra Swarna Nusantara (PT OISN) is considered necessary to evaluate, even the majority of DPRD members propose that the partnership be terminated.

The chairman of the Tangerang City DPRD, Rusdi Alam, said that this evaluation was proposed after the central government prepared a new presidential regulation (perpres) related to the PSEL program. Moreover, until now PT OISN has not shown any significant progress since the cooperation contract began in 2022.

"Because the president will prepare a new presidential regulation regarding PSEL, the DPRD has agreed to evaluate this cooperation. Moreover, there has been no progress from PT OISN since the contract was carried out in 2022," said Rusdi in Tangerang, Antara, Tuesday, September 2.

Previously, the Minister of Environment Hanif Faisol Nurrofiq said that the revision of Presidential Decree No. 35/2018 is now waiting for the final clarification regarding the removal of the tipping fee previously charged to the local government. The new scheme will be in the form of a subsidy for purchasing electricity around 20 cents per kWh.

The PSEL program is targeted to complete its permit in December 2025 and will begin construction in all regions in January 2026, with an operational period of about two years later.

According to Rusdi, PT OISN is required to prepare an area of 3.5 hectares in Jatiuwung for waste processing facilities, but it has not yet been realized. The DPRD also received public input so that this cooperation is revised because it has the potential to cause regional financial burdens.

The choice is further with PT Oligo, participating in the new PSEL scheme, or the cooperation is terminated. But if you look at the regional financial capacity, it seems that continuing the old scheme is difficult to do. The majority of the votes in the DPRD encourage this cooperation to be cut off," he said.

However, Rusdi emphasized that the final decision is in the hands of the Tangerang City Government, taking into account legal aspects, financing consequences, and consulting with the Ministry of Environment and law enforcement officials (APH).

The head of the Tangerang City Environment Agency, Wawan Fauzi, added that his party is preparing a new five-hectare land, about three kilometers from Soekarno-Hatta Airport, for the PSEL installation according to the instructions of the Ministry of Environment.

"The Minister of Environment has told us to immediately prepare a minimum land of five hectares and garbage of at least 1,000 tons per day in the PSEL program," said Wawan.
