Bogor City DPRD Holds Plenary Session: Passes Draft Regulation on School Violence and Budget Amendments

BOGOR - DPRD Bogor City held a plenary meeting with the agenda of determining the Draft Regional Regulation (Raperda) on the Prevention and Handling of Violence in Educational Environments (PPKLP) and the Approval of Changes in KUA-PPAS for the 2025 fiscal year, Friday, July 18, 2028.

The plenary meeting was chaired directly by the Chairman of the Bogor City DPRD, Adityawarman Adil from the PKS faction, accompanied by the leaders of the Bogor City DPRD and the Mayor of Bogor, Dedie A. Rachim and Deputy Mayor of Bogor, Jenal Mutaqin.

Raperda PPKLP

In a plenary meeting, the chairman of the Bogor City DPRD Special Committee team who discussed the PPKLP Raperda, Nasya Kharisa Lestari from the Gerindra faction submitted a report on the performance of the special committee team that had completed the discussion.

Based on his report, the Bogor City DPRD Special Committee Team in drafting the Raperda is guided by the Regulation of the Minister of Education, Culture, Research, and Technology Number 46 of 2023 concerning the Prevention and Handling of Violence in the Education Unit.

In addition, the background of the formation of this Raperda is the increasing number of acts of violence that occur inside and or outside the education unit, either directly or indirectly. This is assessed by the Bogor City DPRD which can lead to a criminal act and cause trauma for students and can reduce the quality of education.

"Therefore, it is necessary to protect against violence that occurs in educational units by preventing and handling violence that takes into account the rights of students, educators, education staff, and residents of other educational units," explained Nasya.

The chairman of the Bogor City DPRD, Adityawarman Adil, hopes that with the ratification of the PPKLP Raperda, the Education Unit can obtain a friendly, safe, comfortable, and fun environment for students, educators, education staff, and other educational unit residents.

"Later on, this regional regulation needs to be supported by intensive socialization programs and education about violence in schools. An awareness campaign on violence and children's rights must be carried out regularly at all levels of education. In addition, material on the prevention of violence can be included in the curriculum as part of character education," said Adit.

KUA-PPAS Changes In Fiscal Year 2025

After intensive discussions between agencies in the Bogor City DPRD and SKPD in the Bogor City Government, finally the Bogor City DPRD Budget Agency (Banggar) and the Bogor City Government TAPD agreed to amend the KUA-PPAS for the 2025 fiscal year.

Chairman of the Bogor City DPRD, Adityawarman Adil conveyed that the composition of the budget in the 2025 Amendment consisted of Regional Revenue of Rp3,275 trillion, Regional Expenditures of Rp3,332 trillion and total Financing of Rp56,838 billion with SILPA Rp0.

However, what needs to be underlined in this change in KUA-PPAS is the entry of the land acquisition budget for land expenditure for road access development in Batutulis amounting to Rp26,963 billion.

"So in preparing this budget, we prioritize caution by looking at all the legal foundations that exist. So we hope that the budget which will be translated into the 2025 Revised APBD Draft can be useful for residents of Bogor City," concluded Adit.

The Mayor of Bogor, Dedie A. Rachim said that the process of changing the 2025 KUA-PPAS was the first step in the commitment of the Bogor City DPRD with the Bogor City Government in relation to the dynamics of limited sources of financing.

Related to Batulis, Dedie Rachim said that from the results of studies by several central agencies to PDAM, that the avalanche route on Jalan Saleh Danasasmita was very vulnerable to being reused, so a new route was formed.

"In this change, there is also financing for new routes or roads to be built to anticipate disasters in Batutulis amounting to Rp26 billion," he said.

The implementation of land acquisition will begin in 2025, while the construction will be carried out in the 2026 Murni Regional Budget or using budget assistance from the West Java Provincial Government.
