The Threat Of A Fine Of IDR 50 Million, Kendari City Government Promises To Give Bonuses For Reporters Of Waste Violations

Kendari Mayor Siska Karina Imran emphasized the application of fines for residents who litter. The amount of fines is set from IDR 500 thousand to a maximum of IDR 50 million.

Siska said this rule refers to Kendari City Regional Regulation Number 4 of 2015 concerning Waste Management, which has been issued since the previous mayor's leadership. However, its implementation is considered not optimal.

"Alhamdulillah, as of August 6, 2025, I and the Deputy have issued a circular which is a sanction for people who litter or burn garbage that is not in accordance with the rules," said Siska in Kendari, Antara, Wednesday, August 13.

He added, in addition to fines, the Kendari City Government will also provide bonuses to residents who report violations. However, the form of bonuses has not been explained.

To support enforcement of the rules, Siska ordered each sub-district and village head to provide waste storage facilities in their respective areas.

On the other hand, residents assess that the application of this sanction has not been balanced with adequate cleaning facilities. Fadli, a resident of Alolama Village, Mandonga District, assessed that the circular tended to only scare him.

"We should first add TPS facilities and garbage pick-up services, then the rules are enforced. It's useless if there is no fine if there is no supervision," he said.

Another resident, Silsil from Mandonga Village, admitted that he was surprised by the high amount of fines. However, he assessed that this rule could make people more disciplined.

"If there is such pressure, people must be more vigilant not to litter," he said.

Meanwhile, Amel, a resident of Poasia District, questioned how the supervision would be carried out.

"Who wants to monitor? There are hundreds of polling stations in Kendari, what about those who litter elsewhere?" he said.

The Kendari Environment and Forestry Service (DLHK) noted that there were 932 waste disposal sites (TPS) in 11 sub-districts.
