SURABAYA - The East Java Regional Police are ready to follow up on a joint circular signed by Governor Khofifah Indar Parawansa, the East Java Regional Police Chief, and the Commander of the V/Brawijaya Military Command (Kodam V/Brawijaya) regarding sound horeg, or restrictions on the use of loudspeakers (sound systems) in public spaces.

The Head of Public Relations of the East Java Regional Police, Senior Commissioner Jules Abraham Abast, stated that his office is ready to enforce the regulations outlined in the circular. He explained that the circular has 13 legal bases for its issuance.

"This circular regulates guidelines for limiting the use of sound systems in the community, particularly in East Java. There are four important points to consider: noise level restrictions, vehicle dimensions restrictions, restrictions on the time, location, and route of vehicles carrying sound systems, and regulations on the use of sound systems for social activities in the community," said Senior Commissioner Jules in a statement on Wednesday, August 13.

According to the regulation, static or stationary sound system activities are allowed a maximum of 120 decibels, while non-static or mobile activities are limited to a maximum of 85 decibels. Vehicles must pass a roadworthiness test (KIR) and not exceed their original dimensions.

The East Java Regional Police emphasized that they will not tolerate violations, especially if they cause security disturbances or violate religious, moral, or legal norms.

"If violations occur that have the potential to cause unrest or criminal acts, we will forcibly stop the event and hold the organizers accountable," he stated firmly.

The Head of Public Relations of the East Java Regional Police urged the public to comply with the regulations for the safety of all. He emphasized that the Indonesian National Armed Forces (TNI), the Indonesian National Police (Polri), and the local government would conduct strict supervision.

"Entertainment and social activities can still take place, but they must be orderly, safe, and respect the rights of others. There will be no tolerance for deliberate violations," he concluded.
