The DKI Jakarta Provincial Government has prepared a number of steps to deal with foam that appears at the Wier 3 Water Gate, East Flood Canal (BKT), North Jakarta.

One of them is through installing nets in simulated activities on Wednesday, August 13.

Head of the DKI Jakarta Environmental Agency (DLH), Asep Kuswanto, said that floating nets were installed to localize the spread of foam. In addition, a number of motorized rubber boats will be alerted inside and outside the net area to support the mobility of officers.

The DKI Provincial Government has also prepared a tube spray (nozzle) that mixes water with a surfactant decombining microorganism liquid, such as EM4, which is more environmentally friendly to speed up foam breaking.

"This simulation is a concrete step in dealing with short-term pollution, as well as part of the long-term river water quality recovery program," said Asep in Jakarta, Antara, Sunday, August 10.

Asep said that the level of pollutants in the location had exceeded the environmental quality standard. The cause of foam is thought to have come from the high level of organic pollution shown by the Biological Oxygen Demand (BOD) and Chemical Oxygen Demand (COD) values.

Household waste, especially soap and detergents containing synthetic surfactants, is said to be a major factor. Turbulent conditions at the floodgates due to differences in surface elevations also make the air stuck in the water so that foam lasts longer.

DLH will collaborate with BPBD, Water Resources Service, and the Fire and Rescue Service to accelerate the recovery of river water quality.

In addition to emergency handling, the DKI Provincial Government also emphasizes long-term prevention. One of them is through controlling business actors who are required to have a Statement of Environmental Management and Monitoring (SPPL) for small-scale businesses.

Violations of environmental management provisions can be subject to criminal sanctions in accordance with DKI Jakarta Regional Regulation Number 8 of 2007 concerning Public Order, with the threat of imprisonment of 10" 90 days or a fine of Rp. 100,000 Rp. 30 million.

Selain itu, Peraturan Gubernur Nomor 122 Tahun 2005 tentang Air Limbah Domestik juga mengatur sanksi administratif berupa pencabutan izin usaha atau penyegelan bangunan.

In addition, Governor Regulation Number 122 of 2005 concerning Domestic Wastewater also regulates administrative sanctions in the form of revocation of business licenses or sealing of buildings.

"This year we focus on fostering the SPPL category business, starting from the Ciliwung Watershed (DAS) as a pilot project for strengthening environmental management from upstream," said Asep.
