Commission II Of The DPR Accommodates Cak Imin's Proposal Regarding 2 Patterns Of Regional Head Election Mechanisms

JAKARTA - Chairman of Commission II of the House of Representatives, Rifqinizamy Karsayuda, said that his party accommodated the proposal of PKB General Chair Muhaimin Iskandar regarding the pattern in regional head elections. Namely the governor was elected by the central government, while the regent was elected by the people through the DPRD.

"We can accept the discussion, because the constitutional construction related to regional head elections is different from the constitutional construction related to elections," said Rifqinizamy at the Parliament Complex, Senayan, Jakarta, Thursday, July 24.

Rifqi said the election was regulated in Article 22E paragraph 1 and paragraph 2 which states that the general election is held every five years. General elections are held to elect the president, vice president members of the DPR, members of the DPD and members of the DPRD.

"There is no clause regarding the general election for regional head elections," said Rifqi.

He explained that the provisions related to regional head elections are regulated in article 18 paragraph 4 of the constitution which states that governors, regents, mayors are each as heads of provincial governments of the city district elected democratically.

"It is the democratic word that can then be interpreted as direct democracy or indirect democracy," he explained.

"Therefore, if there are suggestions, ideas for the election of governors, regents, mayors are not carried out directly or indirectly through elections, that is something that is still within the constitutional corridor," added the NasDem Legislator.

For this reason, Rifqi said, Commission II of the DPR will accommodate Cak Imin's proposal to then be considered in the discussion on the revision of the Election Law.

"All options will be included in the inventory list of problems for revising general election laws in the future," he concluded.

Previously, PKB Chairman Muhaimin Iskandar or Cak Imin said there were two things that came to the conclusion of PKB in the direct review of regional head elections.

"One thing is that the conclusion is that all regional heads run out of costs are expensive to become regional heads, who are sometimes irrational. Second, in the end, the local government also depends on the central government in all aspects, cannot be independent or autonomous," said Cak Imin at JCC Senayan, Wednesday, July 23.

Cak Imin said PKB wanted two patterns in the regional head election, namely the governor was elected by the central government, while the regent was elected by the people through the DPRD.

"Seeing this condition, the PKB concluded that there must be an effective way between the will of the people and the will of the central government. Now, because the regional elections are directly high, we actually want two patterns," said Cak Imin.

"The governor's first pattern as a representative of the central government was appointed by the central government. The governor, but the regent because he is not a representative of the central government, the regent is elected by the people through the DPRD," he added.
