BOGOR Budget Agency (Banggar) of the Bogor City DPRD continues to discuss changes to the General Budget Policy and Priority of the 2025 Provisional Budget Ceiling (KUA-PPAS) with the Bogor City Government. In a meeting held on Wednesday, July 9, 2025, Deputy Chairperson I of the Bogor City DPRD, M. Rusli Prihatvy, emphasized the importance of accelerating the handling of landslides in the Batu Tulis area, South Bogor.

Rusli highlighted the slow handling scenario from the Bogor City Government, especially the Public Works and Spatial Planning Agency (PUPR). He reminded that if the government is only waiting for land acquisition to make new access, the community will be more isolated, and this can trigger economic and other social problems in the region.

Land spending, said Rusli, cannot be realized quickly because it requires careful planning. Therefore, he urged PUPR to immediately carry out the emergency scenario that had been designed.

Rusli said the Rp20 billion budget that had been prepared based on a feasibility study had to be executed immediately. He hopes that the bridge construction can be completed by 2025, while the land acquisition and construction process for new access can be carried out in parallel and scheduled in the 2026 budget plan.

In addition to the short-term step, Rusli also encouraged PUPR to complete technical studies and comprehensive feasibility studies related to the plan to build alternative routes, which are estimated to require funds of up to IDR 50 billion. This project is likely to only be realized in 2026 or 2027, while waiting for budget certainty from the West Java Provincial Government.

He emphasized that the preparation of programs and budgets must be based on the real needs of the community, not just continuing the repeative program from previous years. Rusli assessed that the bottom-up approach was much more appropriate in ensuring that the APBD really touched the interests of the residents.

Rusli also emphasized the DPRD's commitment to oversee the resolution of the problem in Batu Tulis. He stated that the legislature is ready to provide budget support as long as the proposed program has a direct impact on solving residents' problems.

On the other hand, the Bogor City DPRD Banggar noted that currently the Bogor City APBD has a deficit of around Rp260 billion. Therefore, Rusli requested strict and measurable budget efficiency from each service so that priority programs can still be carried out.
