President Prabowo Subianto issued Presidential Regulation (Perpres) Number 66 of 2025 concerning the Protection of the State against Prosecutors in Carrying out Tasks and Functions of the Prosecutor's Office of the Republic of Indonesia. This rule was signed on Wednesday, May 21, 2025.
In this regulation, the state guarantees protection for prosecutors from various threats that endanger themselves, lives, and property. The provisions are contained in Article 2 of the Presidential Regulation.
The protection of prosecutors is carried out by the Indonesian National Police (Polri) and the Indonesian National Army (TNI). In fact, the TNI is given the authority to secure prosecutors when carrying out their duties and functions.
Article 9 paragraph (1) states that the protection of the state by the TNI includes protection of the Prosecutor's Office, support and assistance of TNI personnel in escorting prosecutors, as well as other forms of protection in accordance with strategic conditions and needs.
"Other protective forms in accordance with strategic conditions and needs as referred to in paragraph (1) letter c are matters relating to sovereignty and national defense," reads Article 9 paragraph (2).
The technical provisions for further protection will be jointly regulated by the Attorney General and the TNI Commander as stated in Article 10.
Meanwhile, the TNI's protection financing for prosecutors was taken from the State Revenue and Expenditure Budget (APBN) through the budget section of the Indonesian Prosecutor's Office, as stated in Article 11 paragraph (2).
Previously, the TNI Commander General Agus Subiyanto had issued a telegram (ST) numbered TR/422/2025 which contained an order to prepare and deploy personnel and equipment to support the security of the High Prosecutor's Office and the District Attorney's Office throughout Indonesia.
