Political Communication Observer from The London School of Public Relations (LSPR) Institute, Ari Junaedi commented on the statement by the Chairman of the Indonesian House of Representatives, Puan Maharani, who asked for an explanation regarding the issue of the Indonesian National Army (TNI) guarding or guarding the Prosecutor's Office. He considered that Puan was showing the strategic role of parliament in carrying out the function of checking and balances to the executive.

"Being worthy of underline, when the DPR is critical and not just supporting the agreement between the TNI and the Prosecutor's Office that has been made. The attitude of the Speaker of the DPR, Puan Maharani, who asked for firmness of the government's attitude regarding the deployment of TNI personnel to secure the prosecutor's institution is the implementation of checks and balances from the legislature to the executive," said Ari, Tuesday, May 20.

According to Ari, Puan as the leader of the DPR should be firm in voicing public unrest on matters that are highlighted by the public. He said that the DPR was indeed a strategic partner of the government to provide input and support.

"Although the political power supporting the Prabowo regime is the majority in parliament, Puan has not lost its defenses in voicing corruption in society," he said.

"Puan's statement, which wants to ask for firmness in the government's attitude, must of course be followed up with the summons of the TNI Commander and the Attorney General so that the people's representatives can get a clear explanation so that they can correct if there are deviant things," continued Ari.

Ari also assessed that Puan's statement asking for clarity on the SOP from the cooperation was a form of supervision so that irregularities would not occur and would not interfere with the independence of the Prosecutor's Office.

"In fact, the statement of the Chairman of the DPR so that the government can explain the SOP from the cooperation signed by the TNI Commander and the Prosecutor's Office does not even interfere with the independence of the Prosecutor's Office. The DPR must really monitor its practice in the field," Ari continued.

However, the Director of the Political Studies Institute Nasakom Pratama also observed that some people saw the presence of the military as a step that was still needed. Especially, said Ari, in the midst of the aggressiveness of the Prosecutor's Office in uncovering major cases.

"It must be admitted, the Prosecutor's Office is currently aggressively taking action against the 'jumbo' legal cases that were in the era before President Prabowo took the lead, as if he was not touched at all," he explained.

Moreover, Ari added, in the vision and mission of Asta Cita Presiden Prabowo, the TNI has indeed played an active role in touching all aspects of national and state life. Prabowo wants the TNI to be involved in the community's interests directly through the development of food estates to make free nutritious food (MBG) successful.

Ari is of the opinion that the DPR must take a role in supervising the involvement of the TNI in various government programs.

"Don't let the good goals launched by President Prabowo be injured by irregularities in its implementation in the field. The DPR must have the courage to stop the cooperation between the two agencies if they really violate the existing state regulations," concluded Ari.

Previously, DPR Chair Pian Maharani asked the TNI to provide an official explanation regarding the policy of deploying troops or soldiers as security personnel for prosecutors throughout Indonesia. According to him, transparency is needed so as not to cause misunderstandings in the community.

The policy of deploying TNI troops to guard the prosecutor's office is contained in the Telegram letter of the TNI Commander General Agus Subiyanto on May 6, 2025.

In the telegram letter, the TNI Commander ordered all ranks to assign personnel and equipment to support the security of the high prosecutor's office (Kejati) and state prosecutors (Kejari) throughout Indonesia. The policy, which is referred to as a form of cooperation between the TNI and the AGO, caused controversy.

"Why is there a TNI on guard at the prosecutor's office, later there must be a firm explanation whether the SOP is like that or not," said Puan at the DPR Building, Senayan, Jakarta, Thursday, May 15.

Puan also considered that it was important for the explanation from the TNI so that there would not be speculation or slander that could confuse the atmosphere.

"Jadi jangan sampai kemudian ada fitnah atau kemudian pemikiran lain sampai ada hal seperti itu. Jadi mohon dijelaskan secara jelas," tandasnya.
