JAKARTA - Minister of Home Affairs (Mendagri) Muhammad Tito Karnavian appealed to local governments (Pemda) not to hesitate to use the Regional Revenue and Expenditure Budget (APBD), including Unexpected Expenditures (BTT), to support the establishment of the Red and White Village Cooperative (Kopdeskel).

This was conveyed by Tito in the Regional Inflation Control Coordination Meeting which was coupled with the socialization of Presidential Instruction (Inpres) Number 9 of 2025 concerning the Acceleration of the Establishment of the Red and White Kopdeskel at the Office of the Ministry of Home Affairs, Jakarta, Monday, May 19.

"Please use BTT, don't hesitate to use it, for example to pay notary fees for villages that will create a legal entity for the Red and White Kopdeskel," Tito said as quoted by Antara.

Tito admitted that so far many local governments are reluctant to use BTT because they think the funds can only be used for emergency conditions.

Therefore, the Ministry of Home Affairs has issued Circular Letter Number 500.3/2438/SJ on May 7, 2025 as a legal basis for local governments in supporting the formation of Kopdeskel.

Furthermore, the Minister of Home Affairs emphasized that the establishment of the Red and White Kopdeskel was a direct mandate from the President of the Republic of Indonesia, Prabowo Subianto, as stated in Presidential Instruction No. 9 of 2025. Active support from local governments, including village and sub-district governments, is very much needed.

Tito also reminded that village heads or village heads who do not support the national program can be subject to sanctions by the regent or mayor as staffing supervisors. Meanwhile, the governor and the central government are tasked with giving warnings to regional heads who do not act.
