Plenary Session Of DPRD Inaugurates New Order And Roadmap For Development Of 5 Years

BOGOR - DPRD Bogor City held a plenary meeting, Thursday, March 27, to establish the rules and regulations of the Bogor City DPRD and to form four special committees (Pansus) tasked with discussing the Draft Regional Regulation (Raperda) of the 2024 LKPJ Mayor of Bogor, the 2026 Bogor City DPRD Renja, Limited Liability Company of the Bogor City Bank People's Economy and Amendments to Regional Regulation number 4 of 2017 concerning Prevention and Quality Improvement of Kumuh Housing and Kumuh Settlements.

The Plenary Meeting was chaired directly by the Chairman of the Bogor City DPRD, Adityawarman Adil and opened with the Bapemperda report of the Bogor City DPRD regarding the results of the discussion of the initial draft of the Bogor City Medium-Term Development Plan (RPJMD) for 2025-2029 which was read out by a spokesman for the Bapemperda of the Bogor City DPRD, Banu L. Bagaskara.

Based on the results of the Bapemperda discussion, the Bogor City Government under Dedie A. Rachim and Jenal Mutaqin have two visions that are carried, namely Bogor Beres, namely realizing an increase in public health and welfare education and Bogor Maju, realizing Bogor City with cultural characteristics, and strong community character.

"Meanwhile, the missions to be carried out consist of Smart Bogor, Healthy Bogor, Prosperous Bogor and Smooth Bogor, as well as seven strategic issues that will be the main focus of the Bogor City government in the next five years," explained Banu.

Furthermore, the Head of the Special Committee for the Bogor City DPRD Special Committee, Angga Alan Surawijaya, submitted a Special Committee report that had been completed discussing the Bogor City DPRD Tatib. He said that there were several changes in the rules of the Bogor City DPRD which had been adjusted to the applicable laws and regulations.

Based on the agreement and approval of all members of the Bogor City DPRD who attended the Plenary Meeting, Adityawarman Adil determined the Bogor City DPRD Rules and the Initial Draft of the Bogor City RPJMD 2025 - 2029.

"According to the commitment, the completion of the RPJMD is expected to be completed no later than the next six months, so that the preparation of the APBD program can be directed and measurable," said Adit.

Furthermore, in a plenary meeting, Bogor Mayor Dedie A. Rachim conveyed an explanation of the two Raperda proposed by the Bogor City Government.

Dedie, explained that the background proposed by the Bogor City Raperda on Limited Liability Companies for the People's Economy Bank of Bogor City was a follow-up to the issuance of Law Number 4 of 2023 concerning the Development and Strengthening of the Banking Sector.

"In this Raperda, there is also a change in the form of Bank Kota Bogor business activities," explained Dedie.

Then, related to the amendment to the Bogor City Regulation Number 4 of 2017, Dedie said there were seven substance changes that had to be made, including changing the IMB to PBG.

On this occasion, Dedie also conveyed LKPJ in 2024 and expressed his appreciation to all parties who have worked hard in compiling and realizing this report.

"The year 2024 is a year full of challenges, but also full of hope for all of us," he concluded.

Responding to the report, a spokesman for the factions of the Bogor City DPRD, Azis Muslim said that the supervision by the Bogor City DPRD on PT. BPR must be strengthened through the obligation to submit regular financial performance reports and strategic policies.

PT. BPT must also have a clear contribution to the Bogor City PAD by setting explicit provisions regarding the minimum amount of dividends that must be deposited with the Bogor City Government.

"At the same time, the Bogor City DPRD must have the right to approval in any change in share ownership in order to avoid uncontrolled privatization," said Azis.

Then, related to slum settlements, Azis asked the Bogor City Government to increase supervision and impose sanctions on violating housing and settlement standards.

"Prevention of land conversion and sustainability in the arrangement of slum settlements must also be the spearhead in this amendment to the Regional Regulation," he concluded.
