Head of the Planning and Employee Development Division of the Regional Personnel Agency (BKD) of Kaltara, Yusuf Suardi, said this was a follow-up to the Decree of the Minister of Administrative and Bureaucratic Reform Number 11 of 2024, in order to support the acceleration of the transformation of the management of the State Civil Apparatus (ASN).
"We will make a total overhaul, simplifying it to three main position classifications. This will make the structure more agile and more efficient," said Yusuf, Monday, February 24.

Yusuf explained at PermenPANRB No. 41/2018, there were more than 3,400 nomenclatures of implementing positions spread across 40 government affairs.
As a simplification towards efficiency, the latest regulation was issued, namely PermenPANRB No. 45/2022, the nomenclature of the implementing position was simplified to three main classifications, namely Klerek, Operator and Technician.
Yusuf said that in the classification of the nomenclature of the implementing position, in Klerek it is the position in charge of administrative services, the Operator focuses on general technical tasks, while the technician handles specific technical tasks.
"The concept of transforming the implementing position is to create a more adaptive structure to the changing times," he said.
In the spirit of getting more Agility to the bureaucracy, he emphasized that the simplification of this nomenclature of positions aims to improve bureaucratic performance, make it more agile and ready to face various challenges.
In addition to simplification of the structure, it is also to improve the competence of ASN, which is in line with the needs of the organization. "With the implementation of this new system, it is hoped that the bureaucracy will become more efficient, adaptable, and ready to face challenges in the future," he concluded.
