JAKARTA - Researcher of the Indonesian Parliamentary Concerned Community Forum (Formappi) Lucius Karus asked the Honorary Council of the House of Representatives (MKD) of the Republic of Indonesia to provide access to the public to find out the data on the presence of members of the Indonesian House of Representatives.

That way, he said, the public could find out the names of legislators who were often absent during commission meetings and plenary meetings as well as legislators who were diligent in working in Senayan.

"The public can also know whether a meeting is made or whether a decision-making meeting is based on the calculations of the quorum that apply or not," said Lucius at the Formappi Office, Jakarta, Antara, Sunday, December 8.

Based on his research, the spirit of DPR members to attend meetings in various equipment looks quite high. The average attendance rate for members at the highest commission meeting reached 77 percent.

However, he regretted that the data regarding the attendance of members at the meetings were not all mentioned by the chairperson of the meeting. There were so many meetings held by the commissions, but the chairperson of the meeting did not mention the number of members present.

In fact, he said, the member attendance data is something that is absolutely necessary to reveal because the determination of the meeting quorum as regulated by the MD3 Law and the DPR's Orderly Procedure cannot be ascertained without knowing the number of members present.

"Improve the affairs of the presence of members as the basis for determining the quorum can be an entry point for procedurally flawed decision-making," he said.

So far, according to him, the affairs of the presence of members of the DPR RI in various meetings have not been taken seriously by the MKD. In fact, MKD is the only tool of the DPR RI that is assigned by laws and regulations to impose sanctions on members of the DPR RI who are often absent.

"The Honorary Court of the Council has never even had the initiative to turn this attendance information into information that is free to be accessed by the public," he said.
