Ministry Of Religion Targets Incentives For Non-PNS Madrasah Teachers In September

JAKARTA - The Ministry of Religion is targeting the disbursement of incentives for around 300,000 non-PNS madrasa teachers to be carried out in September 2021. The goal is to motivate them to continue to improve their competence and improve the quality of education.

"Technical instructions for disbursement of incentives for madrasah teachers who are not civil servants are in the finalization stage. I ask the Directorate General of Islamic Education to immediately carry out the disbursement process. The target is that in September the disbursement has started," said Religious Affairs Minister Yaqut Cholil Qoumas, quoted by Antara, Saturday, August 28.

The Minister of Religion explained that the value of the incentives disbursed reached Rp647 billion. This incentive is given to non-PNS teachers at the Raudlatul Athfal (RA), Madrasah Ibtidaiyah (MI), Madrasah Tsanawiyah (MTs) and Madrasah Aliyah (MA) levels.

He hopes that with this incentive fund, there will be an increase in the quality of the teaching and learning process and student achievement in RA and madrasah.

"We have allocated incentives for around 300,000 non-PNS madrasa teachers with a budget of Rp647 billion," he said.

Meanwhile, Director General of Islamic Education M. Ali Ramdhani said incentives will be given to teachers who meet the criteria. The total existing quota, he said, had been divided proportionally based on the number of teachers in each province. East Java is the province with the most quotas because the number of non-PNS madrasa teachers is also the largest.

"Previously, the teacher incentive budget was in the regions. For 2021 the incentive disbursement was carried out centrally, through the budget of the Directorate General of Islamic Education. Incentive allowances for non-PNS teachers at RA/madrasah were distributed to teachers who were entitled to receive them directly into the account of the teacher concerned," he explained.

Director of Teachers and Education Personnel M. Zain said the criteria for non-PNS teachers who were entitled to the incentives were to actively teach at RA, MI, MTs, or MA/MAK and be registered in the SIMPATIKA program (Information System for Educators and Education Personnel of the Ministry of Religion). have not passed certification, have a Ministry of Religion PTK Number (NPK) and/or a Unique Educator and Education Personnel Number (NUPTK).

Then, teachers who teach at the base administration unit under the guidance of the Ministry of Religion, have the status of permanent madrasa teachers, namely non-civil servant teachers who are appointed by the government/regional government, heads of state madrasas, and/or leaders of education providers organized by the community for a maximum period of two years.

"Priority is given to teachers whose tenure is longer and this is evidenced by a certificate of long service life," he said.

Then, meet the academic qualifications of S-1 or D-IV, meet the workload of at least six hours face-to-face at the Satminkal, are not recipients of similar assistance whose funds are sourced from the DIPA of the Ministry of Religion, are not of retirement age (60 years), do not switch status from RA teachers and madrasah, not bound as permanent staff in agencies other than RA/madrasah, and not holding concurrent positions in the executive, judicial or legislative institutions.

"Finally, the incentive allowance is paid to teachers who are declared eligible to be paid by Simpatika. This will be proven by a certificate of eligibility," he said.
