PPKM Level 4 Jakarta Extended, Anies Increases Dine In Restaurant Time To 30 Minutes
JAKARTA - DKI Jakarta Governor Anies Baswedan issued Governor Decree No. 987 of 2021 concerning the Implementation of PPKM Level 4 COVID-19.
In the gubernatorial decree, Anies extended PPKM Level 4 by increasing the duration of dine-in at restaurants to food stalls to 30 minutes. In the previous PPKM, dine-in was limited to 20 minutes.
This follows the Instruction of the Minister of Home Affairs Number 34 of 2021 concerning PPKM Lebel 4, Level 3, and Level 2 COVID-19 in the Java and Bali Regions.
"It is allowed to open and operating hours are until 20.00 WIB with a maximum of 3 visitors eating at a place of 3 people and a maximum meal time of 30 minutes with stricter implementation of health protocols," Anies said in the Governor's Decree, quoted on Wednesday, August 18.
Not only that. In the extension of PPKM Level 4 until August 23, Anies also allows restaurants in malls or shopping centers to serve dine-in.
Then, the capacity of visitors in the mall is also increased to a maximum of 50 percent. Likewise, places of worship have been relaxed to 50 percent capacity. In addition, outdoor sports activities are permitted with capacity restrictions.
The PPKM Level 4 rules in Jakarta are as follows:
1. Activities at work/office
-Non-essential sectors:
Work From Home (WFH) by 100 percent;
-Essential sector:
a. Finance and banking only includes insurance, banks, pawnshops, futures exchanges, pension funds, and financial institutions that are oriented to physical services with customers:
1. For letter a) can operate with a maximum capacity of 50 percent of staff for locations related to services to the community, as well as 25 percent for office administration services to support operations and with stricter implementation of health protocols;
b. Capital market (which is service oriented with customers and the capital market operations are running well):
c. Information and communication technology includes cellular operators, data centers, internet, post, media related to the dissemination of information to the public:
d. Non-quarantine handling hotel; and
e. Export-oriented and supporting industries wherein the company must show proof of sample documents for Notification of Export of Goods (PEB) for the last 12 months or other documents showing export plans and are required to have an Operational and Industrial Activity Mobility Permit (IOMKI);
2. For letters b) to d) can operate with a maximum capacity of 50 percent of staff and with stricter implementation of health protocols; and
3. For letter e) can only operate 1 shift with a maximum capacity of 50 percent of staff only in production facilities/factories, and 10 percent for office administration services to support operations and with stricter implementation of health protocols
-Essential in the government sector that provides public services that cannot be delayed: 25 percent of the maximum WFO staff is enforced with strict health protocols;
-Critical sectors:
a. health
b. security and order:
1. For letters a) and b) can operate 100% (one hundred percent) of staff without any exceptions and with stricter implementation of health protocols;
-Critical sectors: Disaster management; d. energy e. logistics, transportation and distribution, especially for the basic needs of the community; f. food and drink and their supporting equipment, including for livestock/pets; g. fertilizers and petrochemicals; h. cement and building materials; i. national vital objects, j. national strategic projects; k. construction (public infrastructure); and l. basic utilities (electricity, water, and waste management):
2. For letters c) to letter l) 100 percent of staff can operate, only in production/construction/service facilities to the public and for office services to support operations, a maximum of 25 percent of WFO staff is applied and with stricter implementation of health protocols.
2. Teaching and learning activities
-Education Unit: Distance learning or done online.
3. Activities in the daily necessities sector
a. Supermarkets, traditional markets, people's markets, grocery stores, and supermarkets that sell necessities
daily: Operational hours are limited to 20.00 WIB with a visitor capacity of 50 percent, and with the implementation of more stringent health protocols, especially for wholesale markets can operate according to operating hours;
b. Pharmacies and drug stores: Can be open 24 hours, with stricter implementation of health protocols;
c. Traditional markets and people's markets that sell non-daily necessities: Operational hours are limited to 15.00 WIB with a visitor capacity of 50 percent (fifty percent), with stricter implementation of health protocols.
d. Street vendors, grocery stores, voucher agents/outlets, barbershops/barbershops, laundry, hawkers, small workshops, vehicle washes and others: Operational hours up to 20.00 WIB with stricter health protocol implementation.
4. Eating/drinking activities in public places
a. Food stalls/warteg, street vendors, hawker stalls and the like: Operational hours are up to 20.00 WIB with a maximum of 3 visitors eating at the place of 3 people and a maximum meal time of 30 minutes with stricter implementation of health protocols;
b. Restaurants/restaurants, cafes located in closed buildings/shops in separate locations: Only accept delivery/take away and do not accept food on the spot.
c. Restaurants/restaurants, cafes with service areas in open spaces: Allowed to be open and operating hours are up to 20.00 WIB with a maximum capacity of 25 percent, 1 table for a maximum of 2 people, and a maximum meal time of 30 minutes.
5. Activities at shopping centers/malls/trade centers:
a. Shopping center/mall/trade center: Allowed to operate 50 percent from 10.00 WIB to 20.00 WIB with the health protocol regulated by the Ministry of Trade; and
b. It is mandatory to use the PeduliLindung application to screen all visitors and employees of related shopping centers/malls/trade centers.
c. Restaurants/restaurants, cafes in shopping centers/malls/trade centers can accept dine-in with a maximum capacity of 25 percent, 1 table for a maximum of 2 people, and a maximum meal time of 30 minutes.
d. Residents under the age of 12 years and above 70 years are prohibited from entering shopping centers/malls/trading centers; and
e. Cinemas, children's playgrounds and entertainment venues in shopping centers/malls/trade centers are closed.
6.Construction activities
-Construction sites for public infrastructure (construction sites and project sites): Operate 100 percent with operating hours and capacity settings, with stricter implementation of health protocols.
7. Worship activities
-Places of worship (mosques, prayer rooms, churches, temples, temples and pagodas and other places that function as places of worship): Maximum 50 percent capacity or 50 people by observing stricter health protocols and/or technical arrangements from the Ministry of Religion
8. Activities at health service facilities
-Health care facilities: 100 percent operational, with stricter implementation of health protocols.
9. Activities in public areas and other places that can cause crowds
-Public areas, public parks, public tourist attractions and other public areas: Temporarily closed
-Wedding reception venue: Temporarily suspended during the implementation of PPKM Level 4
- Locations of arts, culture, sports facilities, and social activities that can cause
crowds and crowds: Temporarily closed.
-Sports Facilities:
a. Sports activities in a closed room, sports activities carried out in groups and sports competitions are temporarily closed.
b. Especially for sports facilities in open spaces, they can operate with the following conditions:
1. hours of operation until 20.00 WIB, without spectators with stricter implementation of health protocols
2. carried out in an open space (outdoor) either individually or in small groups of a maximum of 4 people, does not involve physical contact with other people and does not routinely require individual interaction in close proximity, can be carried out with the application of strict health protocols in accordance with the provisions of the Ministry of Health .
3. Outdoor sports facilities are allowed to be opened with 25 people from the maximum capacity
4. Masks must be used during sports activities, except for sports activities that require removing the mask, such as swimming. For sports activities that require removing the mask, the mask can only be removed when carrying out sports activities
5. Temperature checks are carried out on everyone who enters the sports facilities
6.Restaurants/restaurants and cafes within sports facilities are not permitted to accept dine-in
7. Supporting facilities such as lockers and showers are not permitted to be used except for toilet access
8.Users of sports facilities are not allowed to gather before or after doing sports activities and must keep their distance
9. Screening for visitors at sports facilities must use the PeduliLindung application
10. Sports facilities that violate health protocols will be subject to sanctions in the form of temporary closures
10.Activities on the mode of transportation
-Public vehicles, mass transit, taxis (conventional and online) and rental/rental vehicles: Maximum passengers 50 percent of capacity, with stricter implementation of health protocols
-Ojek (online and base): Passengers are 100 percent of capacity, with stricter implementation of health protocols.
