Official Travel For Employees Is Now Borne By The Organizing Committee, What Is The Explanation Of The KPK?

JAKARTA - The leadership of the Corruption Eradication Commission (KPK) changed the rules regarding official travel for employees by issuing KPK Regulation (Perkom) 6 of 2021 concerning Official Travel within the KPK. This change was made to adjust the status of KPK employees who are now State Civil Apparatuses (ASN).

"With the shifting of the KPK's employment status to ASN as of June 1, 2021, we need to harmonize various rules that apply generally to ASN. One of them is related to official travel," Acting KPK Spokesperson for Enforcement Affairs Ali Fikri told reporters quoted Monday, August 9 .

With this new regulation, the costs for employees to carry out business trips in order to attend meetings, seminars, and the like will be borne by the organizing committee.

"However, in the event that the organizing committee does not cover the costs, the official travel costs will be borne by the KPK budget and taking into account the absence of double financing," Ali explained.

Although the rules regarding travel have changed, KPK employees are still not allowed to receive honorariums when they are resource persons when carrying out their duties.

Furthermore, Ali said that this official travel financing is not a form of gratification or bribery. This actually aims to accommodate the financing of joint activities that are charged between the ASN scope, namely ministries and institutions.

Moreover, this policy does not apply to cooperation with the private sector. "This sharing of financing encourages the implementation of the activity program not to be hampered due to the unavailability of a budget on one side. Even though the program is very important to continue to be carried out optimally," said Ali.

In addition, this policy also does not apply to the field of prosecution. All official trips in this deputy will continue to use the KPK's budget to anticipate conflicts of interest in the process of handling cases.

Ali also ensured that all permanent employees will carry out their duties according to the employee code of ethics with strict supervision from the Supervisory Board and the KPK Inspectorate. Thus, they will avoid gratification efforts and conflicts of interest.

The two articles that regulate the financing of official travel in KPK Regulation (Perkom) 6 of 2021 concerning Official Travel within the KPK are as follows:

Article 2A: (1) The implementation of official trips within the Corruption Eradication Commission to attend meetings, seminars and the like is borne by the organizing committee.

(2) In the event that the organizing committee as referred to in paragraph (1) does not bear the costs, the expenses for the official trip shall be borne by the budget of the Corruption Eradication Commission and with due observance of the absence of double financing.

Article 2B: (1) The Corruption Eradication Commission may assign other parties to undertake official trips in the context of carrying out the duties and functions of the Corruption Eradication Commission.

(2) Other parties as referred to in paragraph (1) include people other than State Officials, Civil Servants (PNS), Government Employees with Work Agreements (PPPK), members of the Indonesian National Armed Forces (TNI), members of the Indonesian National Police (Polri). , and other officials on official trips.

(3) The classification of the other party as referred to in paragraph (2) shall be determined by the Commitment Making Officer by considering the level of education/property/task concerned.

(4) The classification of other parties as referred to in paragraph (3) is adjusted to the equalization of levels of official travel as contained in Attachment I, Attachment II, and Attachment III which are an integral part of this Leadership Regulation.
