Ministry Of Home Affairs Asks Regional Heads To Accelerate Distribution Of Social Assistance From APBD
JAKARTA - The Ministry of Home Affairs (Kemendagri) has asked regional heads to accelerate the distribution of social assistance (bansos) and social safety nets sourced from the APBD.
"So that the regional government should issue the social assistance," said the Director-General of Regional Administration (Adwil) at the Ministry of Home Affairs, Suhajar Diantoro, quoted by Antara, Tuesday, July 6.
The Ministry of Home Affairs also requests that the provisions related to controlling and tightening community activities as regulated in the Instruction of the Minister of Home Affairs (Inmendagri) Number 15 of 2021 are carried out without hesitation.
"So that the local government increases the socialization of emergency PPKM, and secondly, to be careful in limiting or controlling people who are in the low-income group or daily income," he said.
In this regard, regional heads are asked to accelerate the distribution of social assistance and social safety nets sourced from the APBD in accordance with what is stated in the Ministry of Home Affairs.
Local governments are asked to do a number of things if there is a need for additional funding for budgeting and distribution of social assistance and social safety nets to support the implementation of the COVID-19 emergency PPKM.
First, rationalize and/or reallocate budgets from programs or activities that are less priority in social assistance budgets, as well as social safety nets.
Second, the procedure for rationalizing and/or reallocating additional funding needs for budgeting and distributing social assistance or social safety nets in supporting the implementation of the COVID-19 emergency PPKM is guided by Article 4 and Article 5 of the Regulation of the Minister of Home Affairs Number 20 of 2020.
Regions are also guided by Article 3 to Article 6 of the Regulation of the Minister of Home Affairs Number 39 of 2020 concerning Prioritizing the Use of Budget Allocations for Certain Activities, Allocation Changes, and Use of Regional Revenue and Expenditure Budgets (APBD).

The Regent/Mayor is asked to accelerate the evaluation of the APBDesa for villages that have not stipulated village regulations regarding the APBDesa, ratification of KPM data by local governments, recording of KPM data for BLT-DD recipients on Om-SPAN in accordance with the provisions of the legislation.
The village head is asked to collect data and determine KPM, and follow up with the implementation of BLT-DD in accordance with the provisions of the legislation.
Equally important, he said, regional heads were asked to synchronize social assistance from the center with those from the APBD.
"The Minister of Home Affairs Number 15 of 2021 which has been issued, the eighth and ninth dictums can be used as guidelines for friends in the regions, of course, the governor, regent/mayor assigns the regional secretary as chairman of the budget committee," said Suhajar.
