Bekasi, Karawang And Indramayu City Monitored By KPK Regarding DTKS

JAKARTA - The Corruption Eradication Commission (KPK) asked the Bekasi City Government, Indramayu Regency Government, and the Karawang Regency Government to immediately update the Integrated Social Welfare Data (DTKS).

This is because three years ago, this region had not made any improvements to the list of recipients of social assistance.

"The KPK reminded the three regional governments to immediately complete updating of their citizen data. This is to avoid duplicate data," said Head of the Regional V Prevention Coordination Task Force Budi Waluya in a virtual meeting, Tuesday, May 12.

Budi reminded about KPK Circular (SE) Number 11 of 2020 concerning the Use of Integrated Social Welfare Data (DTKS) and Non-DTKS Data in Providing Social Assistance to the Community.

Through this letter, the Corruption Eradication Commission recommends that ministries, agencies and local governments collect data before implementing social assistance based on DTKS. If there is a mismatch, help can still be given. As long as the data on social assistance recipients will then be submitted to the Social Service.

"Data on new aid recipients must be reported immediately to the Social Welfare Office or the Social Welfare Data and Information Center (Pusdatin Kesos) of the Ministry of Social Affairs to be proposed to be included in the DTKS," he explained.

At the same meeting, the Mayor of Bekasi Rahmat Effendi admitted that the DTKS in his area was last updated in 2017. The reason is that the data update did not go through the Bekasi City Government but directly to the Ministry of Social Affairs.

So, the COVID-19 pandemic can now be used to update the list through Circular (SE) Number 460/2356 / Dinsos for carrying out verification and validation of DTKS and SE households Number 460/2385 / Dinsos for data collection on Non-DTKS households. "The two SEs were issued on March 31, 2020," said Effendi.

Based on DTKS data as of January 2020, the total number of poor people in the Bekasi City area is 399,920 people or 106,138 families. Meanwhile, for non-DTKS recipients, the number of beneficiaries reached 272,360 families.

Similar to Rahmat, the Acting Regent of Indramayu, Taufik Hidayat, also admitted that the DTKS in his area was last updated in 2017. Based on the DTKS in Indramayu Regency, the recipients of social assistance from the APBN were 160,564 families, while the recipients of non-DTKS were 75,659 families.

For the Village Fund, the number of recipients was recorded at 72,456 families. The recipients of the basic food and groceries assistance were 220,118 families.

"The existing National Identification Number (NIK) is still the old NIK, not yet electronic. The problem with updating is that after the latest data is sent to the Ministry of Social Affairs' Center for Data and Information, the data we have sent has not been updated at Pusdatin," said Taufik.

This kind of condition also occurs in Karawang Regency, even though this area has renewed the DTKS in 2019. From this data there are still residents who do not have ID cards and people who die who are not reported to the Population and Civil Registry Service (Disdukcapil).

In the Karawang Regency area, based on the DTKS, the total recipients of social assistance reached 270,214 families. Meanwhile, non-DTKS recipients of COVID-19 handling funds were 228,334 families.

KPK advised local governments to continue to monitor the recapitulation process, update data on social assistance recipients, and supervise the distribution of social assistance.

"Updating data is very important and a condition for the distribution of social assistance on target," concluded Budi.
