Kajari HSU and his subordinates are suspected of extortion at various agencies
JAKARTA - The Corruption Eradication Commission (KPK) has named the Head of the North Hulu Sungai (HSU) District Attorney's Office, Albertinus P. Napitulu, as a suspect.
Acting Deputy for Enforcement and Execution of the KPK, Asep Guntur Rahayu, said Albertinus was a suspect along with two of his subordinates, Asis Budianto as the Head of the North Hulu Sungai District Police and Head of the State Civil and Administrative Section (Kasi Datun) of the North Hulu Sungai District Police, Tri Taruna Fariadi.
The three were officially named suspects after being caught in a hand-in-hand operation (OTT) on Thursday, December 18.
"The KPK has named three people as suspects," Asep said at a press conference at the KPK's Red and White building, Kuningan Persada, South Jakarta, early Saturday, December 19.
Currently, Tri Taruna Fariadi is still being searched for because he fled, so only Albertinus and Asis Budianto have orange uniforms.
Asep explained that the three were suspected of extortion. Albertinus received money through intermediaries, namely Tri Taruna and Asis Budianto while serving with a value of up to Rp804 million.
"The receipt of the money, comes from the alleged extortion of APN to a number of regional devices in HSU, including the Education Office, the Health Office, the Public Works Office (PU), and the Regional General Hospital (RSUD)," he said.
The extortion, continued Asep, was allegedly accompanied by threats. "With the modus operandi so that the Complaint Report (Lapdu) from the community-based organization that entered the HSU District Attorney's Office related to the service, the legal process is not followed up," he said.
"Then there was a gift to Albertinus with two clusters," said Asep. Through Tri Taruna, he received money worth Rp. 235 million from the Head of the Education Office; and EVN as the Director of HSU Hospital with Rp. 235 million.
Then, through Asis, Albertinus received Rp149.3 million from YND as the Head of the HSU Health Service.
"ASB, which is the intermediary of APN, in the period February - December 2025 is suspected of also receiving money flows from a number of parties amounting to Rp. 63.2 million," explained Asep, who also served as the Director of Investigation of the KPK.
Not stopping there, Albertinus was also suspected of cutting the HSU District Attorney's budget through the treasurer. This money was then used for personal operational funds.
Asep said that the funds were the submission of the Additional Provision of Funds (TUP) of Rp. 257 million which was issued without a Travel Order (SPPD) and deductions from the work units or sections.
Albertinus is also suspected of receiving money from other sources. The details are as follows:
1. Transfer to the wife's account APN worth Rp405 million;
2. From the Head of the PU and the DPRD Secretariat in the period August - November 2025 amounting to Rp. 45 million.
Tri Taruna also received money amounting to Rp. 1.07 billion in addition to being an intermediary for Albertinus. This income comes from the former Head of the Education Service of HSU worth Rp. 930 million in 2022 and Rp. 140 million from a partner in 2024.
As a result of their actions, the three were suspected of violating Article 12 letter e, Article 12 letter f of Law No. 31 of 1999 as amended by Law No. 20 of 2002 jo Article 55 paragraph (1) of the Criminal Code jo Article 64 of the Criminal Code.
