Customs And Excise Optimistic That The 2026 Excise Acceptance Target Is Achieved Without An Increase In CHT

JAKARTA - The Directorate General of Customs and Excise (DJBC) stated that the target for customs and excise revenues in 2026 of IDR 336 trillion is still considered realistic, although the Tobacco Product Excise (CHT) rate has not increased.

Director of Communication and Guidance for Users of Nirwala Customs and Excise Services, Dwi Heryanto, explained that this optimism can be seen from the trend of demand for excise stamps in early 2026, which reflects the industry's confidence in business prospects.

"For January, yes, 24 (million) have been printed and ready to be sent in January 2026. What does that mean? Business actors are optimistic that next year it will be better," he told the media crew, Wednesday, December 10.

It is known that the 2026 excise stamp order has been open since December 2025 and until December 9, 2025, the total order has reached 24.3 million excise stamps on tobacco products (HT) and 310 thousand excise stamps for beverages containing ethyl alcohol (MMEA).

In maintaining the continuity of the provision of excise stamps, the number of excise stamps in 2026 which will be submitted in December 2025 (using DIPA 2025) will reach approximately 8.75 million shares or a double increase compared to the previous amount (excise tax in 2025 with DIPA 2024).

Nirwala added that this number is expected to continue to increase.

"We hope it will increase, because usually at the beginning of the year it's not too high. Later it will approach Eid, usually that's the pattern, later after Eid, it will rise again until the end of the year," he said.

He also mentioned the potential for additional acceptance from other policies outside CHT, such as plans to adjust out duties for certain commodities.

"That's why later there will be additional outgoing duties for gold, then the duty goes out for coal. That's why yesterday, Pak Purbaya was at the DPR in his consultation, it was intended to increase revenue," he said.

To ensure supply availability at the beginning of the year, DJBC has prepared 25 million excise stamps with the latest design that will begin use in January 2026.

Meanwhile, all excise stamps in 2025 have been completed by Peruri and submitted to Customs and Excise on December 4, 2025, although some are still in the distribution process to the service office. The total order for the 2025 excise band reached 177.6 million HT sheets and 3.8 million MMEA sheets.

In the composition of the HT 2025 excise band, the hand-kretek cigarettes (SKT) segment dominates with a portion of around 54 percent, followed by engine kretek cigarettes (SKM) of around 41 percent.

In terms of industry players, class I companies become the largest customers with a contribution of around 45 percent, followed by groups II and III with 26 percent each.

For the MMEA excise band, domestic production results still dominate with approximately 94 percent of the total orders.

As for the alcohol content, Group B (alcohol content of more than 5 percent to 20 percent) is the most ordered type, which is approximately 86 percent of the total order.
