Prosecutor's Office Names 2 Corruption Suspects At The Bekasi DPRD Housing Allowance

BEKASI - The West Java High Prosecutor's Office (Kejati) has named two suspects in the alleged corruption case of providing housing allowances for leaders and members of the Bekasi Regency DPRD for the period 2022-2024 which resulted in state financial losses of Rp. 20 billion.

"We have named two suspects, namely RAS and S as suspects and at the same time we have detained them," said Assistant for Special Crimes at the West Java Prosecutor's Office, Roy Rovalino Herudiansyah, as reported by ANTARA, Tuesday, December 9.

He stated that the determination of the suspect was based on the investigation warrant of the Head of the West Java High Prosecutor's Office number 66/M.2/Fd.1/08/2025 dated August 7, 2025 in conjunction with the investigation warrant 3420/M.2/Fd.2/12/2025 dated December 9, 2025.

The suspect RAS, who is now the Head of the Bekasi Regency Community and Village Empowerment Service, held the position of Secretary of the Bekasi Regency DPRD for 2022-2024 or when the alleged corruption case occurred. Meanwhile, S at that time served as Deputy Chair of the Bekasi Regency DPRD.

Roy explained that the construction of this case began in 2022 when the Bekasi Regency DPRD asked for an increase in housing allowances for leaders and members.

The request was followed up by RAS by appointing KJPP Antonius to calculate the assessment of housing allowances based on SPK number 027/05 PPK/APM.PRM/I/2022 regarding spending on housing allowance consulting services.

"The letter dated January 26, 2022, was signed by RAS as Secretary of the Bekasi Regency DPRD as well as a commitment-making official," he said.

After calculating by KJPP, the value of housing allowances for the Chairperson of the DPRD was Rp. 42.8 million, the Deputy Chairperson was Rp. 30.35 million and members were Rp. 19.8 million. The results were not approved by the leadership and members of the Bekasi Regency DPRD.

Furthermore, suspect S as Deputy Chairman of the DPRD led the recount of the amount of allowances for the deputy chairman and members because he considered that KJPP only calculated for the Chairperson of the DPRD.

The determination of the amount by the representative along with the members independently was without going through a mechanism because it did not go through public appraisers. This contradicts PMK number 101 / PMK.01 / 2014, causing state financial losses of Rp. 20 billion.

The suspect RAS is now being held at the Class 1 Kebon Waru Detention Center for the next 20 days starting today based on the detention warrant number Han: PRINT-3421/M.2.5/Fd.2/12/2025 dated December 9, 2025.

"Suspect S was not detained because he was serving a prison sentence at Sukamiskin Prison," he said.

The suspects are threatened with criminal sanctions Article 2, Article 3 jo. Article 18 of Law 31/1999 concerning the eradication of corruption as amended by Law 20/2001 concerning amendments to Law 31/1999 jo. Article 55 paragraph (1) to 1 of the Criminal Code jo. Article 56 of the Criminal Procedure Code.
