Minister Of Public Works Offers These Three Infrastructure Projects To Chinese Investors

JAKARTA - Menteri Pekerjaan Umum (PU) Dody Hanggodo menawarkan tiga proyek Government-to-Government (G-to-G) yang telah dikurasi dengan ketat kepada investor China.

Ketiga proyek yang dimaksud adalah Bendungan Serbaguna Riam Kiwa, Bendungan Serbaguna Pelosika dan Pembangunan Jalan Perbatasan Kalimantan.

Hal tersebut disampaikan Dody saat memberikan sambutan dalam seminar "The Indonesia-China Infrastructure Investment and Construction" di Jakarta, pada hari ini.

"Ketiga proyek ini sudah berada dalam tahap siap pembiayaan. Kami tidak lagi berbicara rencana, tetapi implementasi. Ini proyek jangkar untuk ketahanan air, irigasi dan konektivitas nasional," ujar Dody melalui keterangan resmi, Selasa, 9 Desember.

Dody menekankan, pembangunan infrastruktur tidak dapat hanya mengandalkan anggaran negara. Akan tetapi, perlu memperluasnya dengan partisipasi swasta melalui skema Kerja Sama Pemerintah dan Badan Usaha (KPBU).

"Dalam pembangunan infrastruktur modern, sektor swasta harus menjadi bagian dari ekosistem," katanya.

Dia pun memberikan sejumlah proyek yang telah dikerjasamakan dengan pihak swasta, seperti Manggar Waste-to-Energy di Balikpapan, Pembangkit Listrik Tenaga Minihidro di Way Sekampung, Bendungan Tapin, Leuwikeris, Cipanas dan Karalloe serta konsesi tol di Bali, Jawa Tengah dan Jawa Barat.

Selain itu, menurut Dody, Kementerian PU tidak hanya fokus pada proyek, tetapi pada pembentukan pola baru pembangunan lebih adaptif dan berkelanjutan menghadapi tantangan jangka panjang.

Sebagai contoh, Proyek Integrated Coastal Development (ICD) di Pantai Utara Jawa sepanjang 900 kilometer (km).

Menurut dia, ICD bukan sekadar proyek konstruksi, melainkan sistem perlindungan untuk lebih dari 40 juta warga.

"Kementerian PU kini bekerja lebih erat dengan Kemenko Infrastruktur, Bappenas dan Kementerian Keuangan. Kejelasan proses adalah insentif terbaik bagi semua pihak," tuturnya.

Melalui forum tersebut, Dody berharap, ada investor dari China minat untuk menggarap ketiga proyek yang telah disampaikan.

Terlebih, kata dia, kerja sama Indonesia-China dalam bidang infrastruktur kini memasuki fase semakin strategis.

Selama 75 tahun hubungan diplomatik, kedua negara secara konsisten bekerja sama.

"Fondasi itulah yang memungkinkan pembangunan bersama terus berkembang," pungkasnya.

JAKARTA - Public Works Minister (PU) Dody Hanggodo offered three strictly curated Government-to-Government (G-to-G) projects to Chinese investors.

The three projects in question are the Riam Kiwa Multipurpose Dam, the Pelosika Multipurpose Dam and the construction of the Kalimantan Border Road.

This was conveyed by Dody when giving a speech at the seminar "The Indonesia-China Infrastructure Investment and Construction" in Jakarta, today.

"The three projects are already in the ready-to-financing stage. We are no longer talking about plans, but implementation. This is an anchor project for water security, irrigation and national connectivity," said Dody in an official statement, Tuesday, December 9.

Dody emphasized that infrastructure development cannot only rely on state budgets. However, it is necessary to expand it by private participation through the Government and Business Entity Cooperation (PPP) scheme.

"In the development of modern infrastructure, the private sector must be part of the ecosystem," he said.

He also provided a number of projects that have been collaborated with the private sector, such as Manggar Waste-to-Energy in Balikpapan, Minihidro Power Plants in Way Sekampung, Tapin Dam, Leuwikeris, Cipanas and Karalloe as well as toll concessions in Bali, Central Java and West Java.

In addition, according to Dody, the Ministry of Public Works is not only focused on projects, but on establishing a new pattern of more adaptive and sustainable development facing long-term challenges.

For example, the Integrated Coastal Development (ICD) Project on the North Coast of Java is 900 kilometers (km).

According to him, ICD is not just a construction project, but a protection system for more than 40 million citizens.

"The Ministry of Public Works is now working more closely with the Coordinating Ministry for Infrastructure, Bappenas and the Ministry of Finance. Clearness of the process is the best incentive for all parties," he said.

Melalui forum tersebut, Dody berharap, ada investor dari China minat untuk menggarap ketiga proyek yang telah disampaikan.

Terlebih, kata dia, kerja sama Indonesia-China dalam bidang infrastruktur kini memasuki fase semakin strategis.

Through the forum, Dody hopes that there will be investors from China interested in working on the three projects that have been submitted.

Moreover, he said, Indonesia-China cooperation in the infrastructure sector is now entering a more strategic phase.

During 75 years of diplomatic relations, the two countries have consistently cooperated.

"That projection allows joint development to continue to develop," he concluded.
