The Directorate General Of Adwil Development At The Ministry Of Home Affairs Finalizes The Implementation Of PSEL In The Agglomeration Area
The Directorate General of Regional Administration of the Ministry of Home Affairs (Adwil Kemendagri) continues to strengthen the transformation of waste management in agglomeration areas in accordance with President Prabowo Subianto's message that local governments take major steps in handling waste.
This was realized by the Directorate General of Regional Development Adwil of the Ministry of Home Affairs by holding a National Coordination Meeting (Rakornas) of Regional Government Readiness in Handling Urban Waste through Waste Processing into Electricity (PSEL).
Secretary of the Directorate General of Adwil, Sri Purwaningsih, said the forum was a strategic forum to accelerate the implementation of Presidential Decree No. 109 of 2025 as a transformation of waste management towards renewable energy.
"The president has given a wake-up call that the waste issue is no longer just an operational problem, but has become a national strategic issue. We need a transformation leap, not just a small step," Sri said in a written statement, Sunday, November 30.
Although the regulatory framework is complete, Sri highlighted several critical notes from the results of field verification that must be completed immediately by the local government and cross-sectoral governments.
"There are still locations whose land status has not been completed, there are areas that do not yet have a special PSEL Cooperation Agreement (PKS), as well as inadequate road access," he said.
He emphasized that PSEL requires cross-border collaboration because agglomeration areas cannot work alone, especially to meet the waste supply quota of at least 1,000 tons per day.
According to him, the Ministry of Home Affairs encourages the acceleration of the preparation of PKS between regions and ensures the readiness of land with a clean and clear status so that this strategic project can be executed immediately.
"The year 2025 should be an acceleration and implementation year, not a year of delay. With a strong collaboration between the central, regional and private governments, we believe that the development of this PSEL will be the beginning of the major transformation of waste management in Indonesia," said Sri.

The National Coordination Meeting was attended by the Head of Bappeda, the Environment Agency, and related regional apparatus from priority agglomeration areas such as Bogor Raya, Tangerang Raya, Bekasi Raya, Denpasar Raya, Medan Raya, Semarang Raya, and Yogyakarta Raya.
The second batch candidates such as Lampung Raya, Serang Raya, Surabaya Raya, Makassar, and Pekanbaru also participated in activities both offline and online.
Meanwhile, the speakers in the forum which took place on Thursday 27 November covered across ministries/agencies, including the Coordinating Ministry for the Economy, BPI Danantara, KLHK, Ministry of Energy and Mineral Resources, PLN, and spatial experts.
In their presentation, they explained the simplification of the PSEL business process, the urgency of providing land and basic infrastructure, the role of PSEL in NZE 2060, to the importance of collaborating in metropolitan areas to achieve the economic scale of waste management.
Four regions, Bekasi, Denpasar Raya, Bogor Raya, and Yogyakarta Raya were presented with the level of readiness and technical challenges that still had to be resolved.
This National Coordination Meeting also held a coaching clinic session as a form of monitoring evaluation and assistance for Cooperation Agreements for the PSEL program.
