Commission V DPR Encourages Online Transportation Regulations In The Aftermath Of Driver Cases Of Raping Passengers

JAKARTA - Member of Commission V DPR RI Irine Yustina Roba Putri, encourages the acceleration of the preparation of regulations and concrete supervision of online transportation. Following the case of an online driver or driver raping his passenger while delivering to the airport.

"This case is not just an individual crime, but a serious slice between public security, protection of users of online transportation applications, and inadequate regulations," he explained.

Irine emphasized that the Government and online transportation application companies are required to take proactive steps to anticipate similar potential crimes, both from the user and driver side. For example, filtering and verifying stricter driver identities, such as biometric verification, criminal records, to security training.

Then, said Irine, it is also necessary to develop the in-app security feature. Such as panic buttons, direct reporting to the Police, to real-time travel recording systems that can be accessed by users and authorities.

"Implement education and socialization programs for users and drivers regarding rights, obligations, safe procedures to ride online transportation, as well as gender-based violent prevention measures," Irine toured.

Irine also emphasized the importance of drafting regulations that explain platform responsibilities for user safety, including insurance schemes, emergency hotlines, and mandatory incident reporting.

"There needs to be periodic monitoring by the Government of security standards applied by online transportation applications and enforcement of sanctions for violations," said the PDIP legislator from the North Maluku electoral district.

Irine stated that the DPR not only recorded cases after the media lifted it, but had long encouraged the discussion of the Online Transportation Bill and the revision of the LLAJ regulation (Road Traffic and Transportation). This is to ensure public safety and security in the ride-hailing ecosystem.

"The presence of online transportation platforms must ensure security like public transportation, not a risk zone," said Irine.

Irine assessed that crimes involving online drivers or users of transportation show that this sector has not been fully regulated, such as conventional public transportation. Therefore, it encourages the Government to ensure clear and easy regulations are implemented.

"The state must ensure that all public transportation is safe and comfortable for the community. Including the importance of ensuring that every woman who uses public transportation is guaranteed security and gets maximum protection," he said.

"Drivers and platforms, too, must comply with equivalent safety, reporting, and control standards," added Irine.

Irine ensured that Commission V of the DPR would ask the Government for clarification on this matter, especially the Ministry of Transportation as partners.

On the other hand, Irine emphasized the importance of regulatory roadmaps and concrete supervision of online transportation. The hope, he said, is that users or passengers will no longer be victims and drivers will work within safe and verified standards.

"We at Commission V of the House of Representatives ensure that user safety is a priority for the country, there is no compromise on public safety in the era of digital transportation," Irine concluded.

To note, the Online Transportation Bill is officially included in the 2025'2026 Prolegnas amendment as a step towards a digital transportation system that is more just and orderly.

Meanwhile, Minister of State Secretary Prasetyo Hadi said regulations related to online transportation would be made in the form of a presidential regulation (perpres) first. Prasetyo said this was an effort to solve online transportation problems in a short time.

"Yes. That's possible (formed a presidential regulation). For a quick completion, the possibility that will be chosen is that we use the presidential regulation first," said Prasetyo after a meeting with Commission III of the DPR, at the parliament complex, Senayan, Jakarta, Thursday, November 13.

Prasetyo said that his party would review the regulation of online transportation in the form of laws. However, currently online transportation will be regulated through the Presidential Decree.

"Yes, while the concept is still in the form of a presidential regulation. If in the future we feel the need for it to be made a law, later we will try it, we will talk," he said.
