The Government Will Distribute Land Infiltration To Farmers, But Not Own
JAKARTA - The central government has prepared a land distribution program based on farmers as part of accelerating extreme poverty alleviation. This scheme is prepared through coordination between the Coordinating Ministry for Community Empowerment and the Ministry of ATR/BPN, with the land suppression given not in the form of property rights.
Coordinating Minister for Community Empowerment Muhaimin Iskandar (Cak Imin) said the program would be a long-term instrument to strengthen the ownership of productive assets of low-income people.
"We focus on discussing the program for implementing Presidential Instruction 8 of 2025, reducing extreme poverty and poverty. Target 0 perseb in 2026, maximum 5 percent in 2029. One of the best and most medium-long poverty reduction methods is the distribution of production ownership assets, namely land," said Cak Imin at the Office of the Coordinating Ministry for Human Development and Culture, Central Jakarta, Monday, November 24.
Cak Imin explained that the distribution of land would be directed, especially to the lowest-income community groups.
"In this coordination, we read the map of Agrarian Reform so that all Agrarian Reforms involve the decile 1 and 2 people who get the main benefits," he said.
Cak Imin said there was a difference in location between the extreme poor and land categories available. Therefore, there is a land distribution scheme that includes agricultural land, plantations, and livestock.
He targets at least one million poor people to be able to access the land cultivated through the program. "The Coordinating Ministry for Community Empowerment targets at least 1 million poor people to enjoy the land redistribution program through the Tora program, Agrarian Reform," he said.
Meanwhile, Minister of ATR/BPN Nusron Wahid emphasized that the land distributed is not property rights, but the right to use.
"The name is SHP, a life-to-life use rights certificate and can also be lectured into the bank, if you need KUR and so on. The condition is that he gets a land redistribution decree from the state, after that he can apply for a certificate," explained Nusron.
Nusron explained that the criteria for beneficiaries will be expanded following the new Agrarian Reform rules. He said that inter-regional migration is possible when the criteria for recipients are not met at the location of the land object.
"When there were no 1 and 2 criteria at that location, then migration from the surrounding area could be carried out to get that access," he said.
In terms of land allocation per family, the determination is not uniform and adjusts the economic needs of the recipient and the amount of income.
Nusron explained that the granting of the right to use was carried out to prevent the practice of buying and selling land that had previously occurred in similar programs.
"Because based on our evaluation of a similar program, namely land redistribution from 2004 to 2024. There are so many if we give it in the form of SHM, there are recipient subjects who then transfer it to other parties or sell it. We don't want to repeat the failure," he added.
